Rate: £700 per day Umbrella

Oxford Street Development Corporation (OSDC) has been established by the Mayor of London to deliver one of the most significant urban regeneration programmes in the UK. Created to lead the transformation of Oxford Street, OSDC is driving an ambitious vision to create a cleaner, greener, more attractive and globally recognised destination that works for Londoners, visitors, businesses and the wider economy.
As the organisation enters a crucial phase of delivery, they are seeking an exceptional Interim Head of Finance to provide strategic financial leadership and help build the financial foundations that will support one of London's highest-profile public sector programmes.

The Role
Reporting to the Director of Finance and Corporate Services, you will lead the finance function and act as a trusted adviser across the organisation.
You will oversee all aspects of financial management including strategic planning, budgeting, forecasting, capital programme oversight, statutory reporting, governance, risk management and Finance Business Partnering. You will also play a key role in supporting Executive and Board-level decision making as OSDC continues to build momentum behind its ambitious delivery programme.
Key responsibilities include:
- Leading and developing the finance function.
- Driving budget-setting and medium-term financial planning.
- Overseeing the monitoring of significant revenue and capital programmes.
- Providing high-quality financial insight and challenge to senior stakeholders.
- Leading year-end processes and production of statutory accounts.
- Strengthening financial governance, internal controls and risk management arrangements.
- Supporting the Finance, Risk and Audit Committee and associated assurance programme.
- Managing key relationships across the Greater London Authority Group and external partners.
- Deputising for the Director of Finance and Corporate Services when required.

About You
We are looking for a senior finance professional who combines technical excellence with the credibility and influencing skills required to operate within a high-profile public sector environment.
You will bring:
- CCAB or CIMA qualification.
- Significant experience leading finance functions within local government, regeneration, infrastructure or wider public sector organisations.
- Strong understanding of public sector finance and statutory accounting requirements.
- A track record of managing major capital programmes and investment portfolios.
- Experience leading budget-setting, financial planning and performance reporting.
- Experience producing Statements of Accounts and managing year-end processes.
- The confidence to engage and influence Executive teams, Boards and external stakeholders.
