Head of Finance and Treasury
We are looking for a Head of Finance and Treasury to join Freebridge Community Housing, taking ownership of our financial planning, treasury operations and control.
As a subject matter expert and experienced senior leader of people, you will ensure the long-term financial sustainability of the organisation, optimise the use of financial resources and provide insight to support growth, investment and value for money. Managing key relationships with auditors, funders, advisers and pension providers, and deputising for the Chief Finance and Technology Officer where required, you will be an active role model who embodies our values and plays a central role in delivering the Freebridge purpose through a truly 'One Freebridge' approach.
Our Freebridge Community Housing goal is to provide affordable, safe, and quality homes for current and future generations, for those who need a place to call home. Freebridge was set up in 2006, to receive the transfer of the Borough Council of King's Lynn and West Norfolk's housing stock. We now have over 7500 properties across West and North Norfolk, in addition to building new homes for social and affordable rent, and to support those who want to move into shared home ownership. Requirements
- Implement the financial plan to deliver our Corporate Strategy 2026-31 through ownership of the association's business plan
- Ensure long-term sustainability, advising the executive team and board committees on the financial implications of key strategic decisions
- Manage liquidity, cash flow and funding requirements, maintaining strong relationships with lenders and investors to ensure covenant compliance and optimal financing arrangements
- Quantify the impacts of the business stress tests and the financial scale and suitability of the mitigations framework to assure the board of the resilience of the business plan across all reasonably foreseeable circumstances
- Lead on investment strategy and oversee treasury risk management, ensuring the organisation's financial resources are used effectively and sustainably
- Oversee the preparation of annual budgets, forecasts and long-term financial plans, ensuring timely and accurate reporting to internal and external stakeholders including statutory accounts and regulatory returns
- Use data and financial insight to inform decision making, track performance and present complex financial information clearly and effectively to a wide range of audiences
- Ensure compliance with financial regulations, accounting standards and sector-specific requirements including RSH and FRS 102, maintaining robust internal controls and risk management frameworks
- Lead, motivate and develop the finance and treasury teams, fostering a culture of accountability, innovation, continuous improvement and high performance
- Act as a key liaison with auditors, regulators, board members and external partners, building and maintaining trusted relationships that support effective financial governance
- Drive value for money initiatives across the organisation, supporting procurement and investment decisions with robust financial analysis and insight

We are looking for someone who has...
- Proven experience in a senior finance and treasury role of similar responsibility and seniority, with a strong track record of delivering results and assurance to the Executive
- A proven leader of people with experience of leading and managing a multi-functional team spanning finance, procurement and treasury, with the ability to inspire consistently strong performance and drive continuous improvement
- Experience of working within a regulated sector, with a thorough understanding of the compliance and governance requirements this brings
- A professional accountancy qualification such as CIMA or ACCA, with a minimum of five years' post-qualification experience in a relevant senior role
- Strong analytical and problem-solving skills, with the ability to identify the root cause of financial challenges and develop effective, practical mitigation plans
- A strategic mindset, with the ability to look beyond day-to-day operations and connect financial data to broader organisational goals, anticipating and preparing for future external conditions
- Well developed communication skills, with the ability to present and explain complex financial information clearly and compellingly to a wide range of audiences, including board members and non-finance colleagues
- Resilience and adaptability, with the composure and effectiveness to navigate uncertainty, challenge and setbacks whilst maintaining the highest standards of performance
- The highest levels of personal integrity and professional ethics, with an unwavering commitment to honesty, objectivity and transparency in all professional relationships
