Head of Finance Systems and Business Intelligence

Contract: 12 months FTC position

We are looking for an innovative and strategic Head of Finance Systems and Business Intelligence to join our Finance Operations branch and play a pivotal role in shaping the future of finance within DHSC.
This is an exciting opportunity to lead the department's transition to a new Finance System, while helping to transform the way finance data, systems and business intelligence are used across the organisation.
With significant autonomy and the opportunity to influence at a senior level, you will work closely with colleagues across DHSC, NHS England (NHSE), the Government Finance Function and wider corporate services. You will be a key contributor to the NHSE-DHSC Transformation Programme and the Shared Services Strategy for Government.

Key responsibilities
As Head of Finance Systems and Business Intelligence, you will:
- Provide strategic leadership to ensure DHSC achieves a safe and effective transition to its new Finance System.
- Lead on the migration of finance data into the new system, overseeing delivery through your team.
- Provide constructive challenge and strategic leadership on relevant departmental system project boards.
- Establish effective feedback mechanisms to ensure the wider finance function is engaged with and prepared for system change.
- Align DHSC's approach with Government Finance Function best practice, supporting engagement with the NHSE-DHSC Transformation Programme and the Shared Services Strategy for Government.
- Play a leading role in developing and delivering the Change Management Strategy required to successfully onboard the department onto the new Finance System.
- Lead the development, maintenance and forward work programme for the department's Enterprise Resource Planning (ERP) system.
- Oversee the closure and decommissioning of the existing Finance System and historical data solutions.
- Manage resources across your team to deliver strategic projects and products, including AI agents, Power BI reports and other innovative solutions that improve the accuracy and timeliness of financial reporting.
- Drive efficiency, innovation and capability development across the wider Finance Function.
- Provide oversight of the production and reporting of key performance indicators (KPIs) for internal, government and external publication.
- Act as the finance lead for the continued development of the Corporate Data Warehouse, ensuring its data model and infrastructure meet both current and future reporting requirements.
- Build strong relationships across finance, technology, data, corporate services and wider departmental teams to deliver successful transformation.

Essential experience and skills
You will have:
- Experience of leading, or playing a significant role in, an ERP migration or major finance systems implementation.
- A proven ability to build effective relationships and lead teams and stakeholders across multiple functions, including finance and corporate services.
- Experience of delivering projects involving systems, data or another relevant technical or transformation environment.
- The ability to understand, develop and clearly present options for data and reporting solutions to stakeholders from a wide range of professions and levels.
- An in-depth understanding of tactical solutions and data processing, including technologies such as AI, VBA, Access databases, PowerApps or similar tools.
- A strong understanding of the wider technology landscape across data, systems and business intelligence/reporting.
Desirable experience and qualifications
It would be advantageous if you have:
- A CCAB, CIMA or equivalent professional qualification.
- Experience of working with third-party providers to deliver system change.
- Experience of establishing and implementing governance structures to support prioritisation, project delivery and end-user requirements.
