Job Overview

The Head of Financial Planning & Capital is a senior member of the Corporate Finance Team, responsible for leading the development and delivery of the Trust’s annual and medium-term financial plans and capital programme to support the achievement of the Trust’s strategic objectives. The role provides leadership across financial planning, capital investment and business case development, ensuring that future financial pressures, investment requirements and strategic priorities are fully reflected in robust, affordable and deliverable plans. The postholder plays a key role in supporting financial sustainability, overseeing a major capital programme, and providing expert financial advice to senior leaders, Executive Committees and the Trust Board. Some duties of the role may evolve as part of the Corporate Services Transformation Programme and wider system developments; however, the core responsibilities for financial planning, capital governance and strategic financial leadership are expected to remain unchanged.

Main Duties of the Job

Revenue and Financial Planning

  • Interpret guidance, frameworks and correspondence issued by NHS England, the ICB and the wider system, ensuring the Trust’s annual and medium-term financial planning process meets required standards, deadlines and governance expectations.
  • Lead the maintenance and development of the Trust’s annual and medium-term revenue financial plans, ensuring robust financial models support NHS England, system and Trust planning requirement.

Capital Planning, Prioritisation and Delivery of the Capital Plan

  • Lead the development, prioritisation, governance and monitoring of the Trust’s annual and medium-term capital programme, including a capital plan of over £100m, ensuring schemes are assessed against affordability, strategic fit, risk, benefits, cash impact and deliverability.

Person Specification

Experience

Essential Criteria

  • Substantial experience of capital planning, capital programme governance and capital business case appraisal in a complex NHS provider environment
  • Substantial experience of financial management in an NHS environment
  • Experience of developing and operating complex financial models incorporating all of the primary financial statements
  • Highly developed computer literacy including ability to use excel to an advanced level.
  • Substantial experience of highly complex secondary and tertiary acute healthcare environment.
  • Experience in the understanding and resolution of complex financial and non-financial concepts, issues and relationships e.g. demand and capacity modelling, capital investment, activity volumes, workforce, revenue consequences and how these translate into quantifiable financial modelling.
  • Experience of holding meetings with senior managers and other non – finance staff and leading on discussions involving complex financial issues.
  • Ability to effectively explain and encourage understanding of complex financial issues and relationships with other information.
  • A pro-active approach.
  • Ability to integrate day-to-day, medium term and strategic financial information and operational plans in a highly complex ever-changing environment.

Desirable Criteria

  • Experience of producing revenue and capital business cases, including cases for strategic change, in accordance with NHS England requirements, HM Treasury Green Book principles and the Building Better Business Cases model
  • Experience of developing and delivering long-term financial, capital and operational efficiency programmes.

Qualifications And Training

Essential Criteria

  • Member of CCAB body or CIMA
  • Evidence of Continuing Professional Development
  • Educated to degree level or equivalent work experience
  • Ability to effectively explain and encourage understanding of complex financial issues and relationships with other information.
  • A pro-active approach
  • Ability to integrate day-to-day, medium term and strategic financial information and operational plans in a highly complex ever-changing environment
  • Professional CCAB/CIMA accountancy qualification & valid membership.
  • Significant post qualification experience as a senior finance manager in a complex Organisation.
  • Evidence of continuing professional development

Desirable Criteria

  • Further specialist experience of Financial Planning and Capital Planning
  • Foundation level qualification for the HM Treasury Building Better Business Cases
  • Evidence of recent CPD including specialist training and experience relating to NHS finance, leadership and management.
