Job summary
Ofgem is working at the forefront of the fight to build a fairer, more affordable and future-ready energy system, helping ensure the costs of Britain’s gas networks are recovered efficiently and transparently as the sector undergoes major change. We’re looking for a Head of Gas System Charging to join us and lead a full-scale reform of the UK gas charging system at a pivotal point in the energy transition.

We’re offering a permanent role with the chance to lead major reform across a critical part of Britain’s energy system, influencing how gas network costs are recovered as the sector transitions towards a low-carbon future. You’ll provide strategic leadership across gas charging and cost recovery, helping ensure regulatory arrangements remain efficient, resilient and fit for the future. With demand patterns changing and new low-carbon gases emerging, you’ll be positioned at the centre of decisions with significant implications for consumers, industry and the future gas system.
This is a broad and highly influential leadership role, offering the scope to shape charging reform across the gas system and establish Gas System Charging as a recognised centre of expertise within Ofgem. You’ll lead a specialist multidisciplinary team and work closely with senior figures, bringing strategic direction to complex questions.
Job description
We’re looking for someone with significant expertise in charging or cost recovery arrangements and a proven track record of leading complex regulatory or economic policy within the energy sector or another comparable regulated industry. You’ll combine this with accomplished senior stakeholder engagement skills, strong team leadership and the communication, influencing and delivery capabilities to navigate complex issues and drive high-quality outcomes through significant change.

Person specification
Please ensure you demonstrate clearly, within your supporting statement, how you meet each of the essential criteria. In the event of receiving a large number of applications, an initial sift may take place on just the lead criteria indicated in the essential criteria.
Essential Criteria:
- Significant expertise in charging or cost recovery arrangements, demonstrated through a proven track record of leading complex charging, cost recovery or economic regulatory policy in the energy sector or a comparable regulated industry. (LEAD)
- Strong track record of engaging, advising and influencing senior stakeholders, including Government, regulated entities, industry bodies and senior leadership, building support for complex regulatory and policy outcomes. (LEAD)
- Experience of leading, developing and motivating high-performing teams, including supporting capability development, knowledge sharing and effective resource management.
- Excellent communication and influencing skills, with the ability to communicate complex technical, regulatory and economic issues clearly and concisely to specialist and non-specialist audiences.
- Strong programme and delivery management skills, with the ability to oversee multiple strategic workstreams, manage risks, dependencies and trade-offs, and deliver high-quality outcomes in a complex and changing environment.
