Job summary
Ofgem is working at the forefront of the fight to build a secure, sustainable energy system, while evolving for a Net Zero future. We’re looking for a Head of Gas System Management to join us and provide the strategic leadership that will help steer the GB gas network through a period of profound change.

We’re offering a permanent role with the chance to lead a strategically important area of energy regulation as the gas system transitions towards Net Zero and embraces future gas sources. You’ll take a leading role in shaping how the GB gas network evolves while continuing to support security, affordability and resilience for consumers. With changing patterns of system use and emerging technologies creating new challenges and opportunities, you’ll help ensure regulation remains fit for a rapidly changing energy landscape.
This is a broad and highly influential leadership role spanning the present and future of Britain’s gas system, with the scope to shape strategic thinking across Ofgem and the wider sector. You’ll lead a specialist multidisciplinary team and work closely with government, network companies, industry and consumer representatives, building Gas System Management and Future Gas Strategy as recognised centres of expertise while influencing how the sector responds to major long-term change.
Job description
We’re looking for someone with significant expertise in economic regulation or policy development within the energy sector or another complex regulated industry, alongside a proven ability to lead major strategic, operational or regulatory change. You’ll combine this with accomplished senior stakeholder engagement skills, strong team leadership and the judgement, communication and delivery capabilities to navigate multiple priorities within a complex and evolving environment.

Person specification
Please ensure you demonstrate clearly, within your supporting statement, how you meet each of the essential criteria. In the event of receiving a large number of applications, an initial sift may take place on just the lead criteria indicated in the essential criteria.
Essential Criteria:
- Significant expertise in economic regulation or development of policy in relation to complex sectors, demonstrated through a proven track record of delivering complex operational, management and/or strategic decisions or reforms within the energy sector or a comparable regulated industry. (LEAD)
- Strong track record of successfully engaging, advising and influencing senior stakeholders, including Government, regulated entities, industry bodies and senior leadership, building support for complex regulatory and policy outcomes. (LEAD)
- Experience of leading, developing and motivating high-performing teams, including supporting capability development, knowledge sharing and effective resource management.
- Excellent communication and influencing skills, with the ability to communicate complex technical, operational and regulatory issues clearly and concisely to specialist and non-specialist audiences.
- Strong programme and delivery management skills, with the ability to oversee multiple strategic workstreams, manage risks, dependencies and trade-offs, and deliver high-quality outcomes in a complex and changing environment.
