Quantum Care is a not for profit company providing high quality care services for over 2000 older people in Hertfordshire, Bedfordshire and Essex.
Role Overview
We are seeking an experienced and proactive Head of HR to lead and enhance our HR operations across Employee Relations, HR Systems, Resourcing, Administration and Compliance. Working closely with the Director of Human Resources and Head of Learning & Development, you will play a pivotal role in delivering the People Strategy, driving HR transformation, and embedding change that improves workforce performance and employee experience.
Key Responsibilities
- Lead and develop a high-performing HR function, delivering efficient, customer-focused services and an excellent employee experience.
- Provide strategic leadership on employee relations, complex casework, workforce performance and organisational effectiveness.
- Lead Trade Union and employee representative engagement, supporting consultation, negotiation and positive industrial relations.
- Drive recruitment, resourcing, workforce planning and organisational change initiatives to support business objectives and workforce sustainability.
- Oversee HR systems, digital transformation, compliance and workforce analytics, ensuring effective governance, informed decision-making and continuous improvement.

About You
- Significant senior HR leadership experience, including leading HR operations in complex, multi-site organisations.
- Extensive expertise in employee relations, employment law, and partnership working with Trade Unions and employee representatives.
- Proven track record of leading organisational change, restructures, consultations, and workforce transformation initiatives.
- Strong experience driving HR systems development, digital solutions, and continuous process improvement to enhance organisational effectiveness.
- CIPD Level 7 qualified (or equivalent experience) with exceptional leadership, stakeholder management, analytical, and problem-solving skills.
Desirable Experience:
- Delivering HR transformation within regulated environments, including HRIS and digital system implementations, TUPE transfers, organisational redesign, workforce modernisation programmes, and the use of workforce analytics to improve organisational performance.

An Overseas Police Check/ Certificate of Good Conduct may be required if you have lived or worked outside the UK for 12 Months or more, spent a significant period overseas, or worked abroad in a position of trust. This will be in addition to a mandatory Enhanced DBS check.
