Location: Llangefni, Anglesey (Hybrid, minimum 3 days per week)

We are looking for a Head of HR Services to join the team. Reporting to the CPO, the purpose of the role is to lead the delivery of efficient, accurate and customer-focused HR services across Payroll, HR Operations, HR Services and People Data. Creating a seamless colleague experience that supports engagement, compliance, productivity and business growth.

HR Services Leadership

  • Lead the HR Services function, creating a high-performing, customer-focused culture across Payroll, HR Operations, HR Systems and People Data
  • Develop and deliver a clear HR Services roadmap aligned to the Group People Strategy, business priorities and future growth

Payroll, Benefits, Pensions & Expenses

  • Oversee the end-to-end payroll function for approx. 4,600 colleagues across multiple PAYE schemes, ensuring accurate, timely and compliant delivery
  • Ensure compliance with statutory and regulatory requirements, including PAYE, National Insurance, Class 1A NIC, PSA submissions, pensions and CIS deductions where applicable

HR Operations & Colleague Experience

  • Lead the delivery of accurate and efficient employee lifecycle processes, including starters, leavers, contractual changes and organisational updates
  • Ensure HR transactions and colleague data are managed securely, accurately and in line with GDPR, employment legislation and internal governance
  • Establish and monitor service levels, KPIs and performance metrics to drive service quality, efficiency and colleague satisfaction

HR Systems, Data & Insights

  • Maintain overall accountability for the performance, governance and continuous development of HR and Payroll systems across the Group
  • Lead the optimisation of scalable and resilient HR technology platforms that support growth, integration, automation and operational excellence
  • Own people reporting and analytics, providing timely, accurate and insightful management information to support decision-making

Transformation, Governance & Stakeholder Management

  • Drive transformation and continuous improvement across HR Services, using technology, automation and best practice to improve efficiency and service delivery
  • Ensure robust governance, compliance, audit and risk management controls are in place across payroll, systems, operations and people data

Experience & Technical Capability Required

  • Significant leadership experience within HR Shared Services, HR Operations or People Services in a large, complex, multi-site organisation
  • Experience leading complex HR Services functions supporting large workforces (4,000+ employees) across multiple locations and business entities. Strong understanding of payroll legislation, GDPR, pensions, HR governance, statutory reporting and compliance requirements
  • Experience implementing, optimising and governing HR technology platforms, including automation and workflow improvements
  • Strong analytical capability, with the ability to translate people data into clear insight and action
  • Track record of delivering measurable improvements in service quality, efficiency, compliance, colleague experience and cost effectiveness
  • Experience supporting organisational growth, acquisitions and integration activity would be advantageous
  • Degree educated and/or professionally qualified preferred; CIPD Level 7 desirable.

  • Able to move comfortably between strategic thinking and operational delivery
