This Role

As Head of HSEQ, you will lead health, safety, environment, and quality across our infrastructure portfolio, setting the standards that protect people, assets, and delivery in mission-critical environments. You'll ensure our data centre and infrastructure programmes meet and exceed regulatory and client expectations in sectors where failure carries national significance.

You will own HSEQ strategy, culture, and assurance, acting as the senior authority on risk across every live site and programme.

  • Lead and champion HSEQ strategy and culture across all projects, sites, and regional operations
  • Own governance, compliance, and assurance activity aligned to ISO standards (9001, 14001, 45001) and client requirements
  • Provide HSEQ leadership and support at every project lifecycle stage, from tender through to handover
  • Lead incident investigation, root cause analysis, and regulatory engagement
  • Manage risk assessments and ensure the effectiveness of safety controls across all live sites
  • Maintain external accreditations and lead audits, non-conformance management, and continuous improvement
  • Act as the senior HSEQ advisor to the Head of Infrastructure Operations and Governance
  • Support commercial teams with PQQ submissions and client compliance requests
  • Build, lead, and develop the HSEQ function, coaching operational teams on safe, compliant working practices

Experience

  • Substantial senior HSEQ leadership experience in high-risk, regulated sectors such as critical infrastructure, utilities, construction, or defence
  • Track record managing HSEQ across multiple live, complex construction or infrastructure projects concurrently
  • Demonstrated success embedding safety culture and driving measurable HSEQ performance improvement
  • Experience leading incident investigations and managing regulatory and client relationships
  • Strong working knowledge of UK HSEQ legislation, standards, and accreditation frameworks
  • Experience contributing to tender responses and client assurance activity

Skills

  • Deep technical knowledge of UK health, safety, environmental, and quality legislation and standards
  • Strong investigative and analytical skills, with the ability to identify root cause and systemic risk
  • Confident stakeholder management, able to influence at Board level and coach operational teams
  • Clear, calm communicator under pressure, comfortable engaging regulators, clients, and site teams
  • Strong leadership and coaching capability, with a track record of shaping safety culture
  • Sound judgement balancing operational pace with non-negotiable safety and compliance standards

Qualifications

  • NEBOSH Diploma (or equivalent) essential
  • Chartered IOSH membership (or working towards chartership) essential; IEMA or equivalent desirable
  • Eligible to obtain and hold UK security clearance (SC); existing clearance advantageous
