Head of Infrastructure Portfolio Manager
📍 Central Manchester – 2 Days Onsite
💰 £100,000 + 10% Bonus
We’re looking for a Head of Infrastructure Portfolio Manager to lead the strategic management, design and execution of a complex TechOps portfolio.
This is a hands-on senior leadership role for someone who can build a portfolio from projects, programmes and BAU demand, challenge senior technical stakeholders, rescue high-risk programmes and bring strong delivery discipline across Infrastructure, Networks, DBA and wider TechOps.
Key Responsibilities
- Build and own the TechOps portfolio, including projects, programmes and BAU backlog.
- Own strategic portfolio planning, sequencing, prioritisation and dependencies.
- Personally lead and rescue complex, high-risk infrastructure programmes.
- Provide hands-on technical challenge across Infrastructure, Networks, DBA, Data Centres, ITSM and ITIL.
- Own critical paths, change control, governance and delivery confidence.
- Manage senior stakeholder and C-suite/exec-level relationships, including challenging upward where required.
- Drive Agile and Waterfall delivery, using flow metrics including cycle time, WIP and throughput.
- Build portfolio views and governance using JIRA and Confluence.
- Ensure risks, dependencies and ownership gaps are identified and resolved.
- Deliver clear, evidence-led executive reporting and trend-based portfolio insights.
- Support delivery within regulated environments, ensuring appropriate audit trails and compliance evidence.

Key Experience
- Head-of-level experience progressing from Project → Programme → Portfolio Management.
- Strong understanding of TechOps and infrastructure delivery.
- Proven experience managing Infrastructure, Network, DBA, Data Centre or ITSM programmes.
- Demonstrable experience rescuing failing programmes and turning delivery around.
- Strong technical credibility and willingness to get into the detail, rather than relying solely on Project Managers.
- Excellent stakeholder management with the confidence to challenge senior/exec stakeholders.
- Strong portfolio, programme and project management expertise.
- Hands-on JIRA / Confluence experience.
- Strong understanding of both Agile and Waterfall delivery methodologies.
