Job Description
As the Head of Operational Asset Management and Lifecycle Replacement Programme, you will play a pivotal leadership role in shaping the long-term performance, resilience and sustainability of one of the UK's largest and most diverse property portfolios. You will provide strategic direction and assurance for HMRC's operational asset management activities, ensuring that investment decisions are driven by robust evidence, asset intelligence and organisational priorities.
Leading the development and delivery of HMRC's Lifecycle Replacement Programme, you will be responsible for ensuring that assets across the estate continue to support operational requirements, deliver value for money and contribute to our ambition of creating a Net Zero Estate by 2040. Through effective planning, prioritisation and governance, you will oversee substantial investment programmes that maintain, enhance and future-proof our buildings and infrastructure.
You will be instrumental in driving the maturity of HMRC's Asset Management function, embedding best practice and continuous improvement across the organisation. By leveraging asset performance data, risk intelligence and lifecycle planning, you will help optimise investment outcomes, reduce operational risk and ensure the estate remains financially sustainable for the future.
Collaboration and influence will be central to your success. Working closely with senior leaders, technical specialists and operational teams across HMRC Estates, you will champion a 'One Estate' approach, aligning strategic objectives with operational delivery. You will also represent HMRC at cross-government forums and engage with industry partners, ensuring emerging trends, innovation and best practice are translated into tangible benefits for the organisation.

Person specification
As the Head of Operational Asset Management and Lifecycle Replacement Programme, you will lead the strategic planning and delivery of HMRC's Lifecycle Replacement Programme, developing short-term (1 year), medium-term (3 year) and long-term (5 to 10 year) investment plans that ensure the estate remains safe, resilient, sustainable and fit for future business needs.
You'll be responsible for navigating complex and often competing priorities, balancing strategic objectives, operational requirements, asset performance, building reliability, affordability and organisational change to deliver the best outcomes for HMRC. Through innovative thinking and evidence-based decision making, you'll shape investment priorities across one of the UK's largest and most diverse property portfolios.

A key part of the role will be leading the development and management of a robust programme of asset condition surveys and performance assessments, ensuring investment decisions are informed by high-quality data, asset intelligence and risk insights. You'll oversee a significant delegated budget of approximately £5m to £10m annually, managing forecasting, financial performance and programme delivery while ensuring flexibility to respond to changing business priorities and funding requirements.
You will drive value for money through effective commercial and resource planning, balancing affordability with the need to maintain a functional, compliant and resilient estate. This includes making critical asset management decisions, optimising programme expenditure and ensuring investment delivers measurable business benefits.
The role provides an exciting opportunity to shape the future Asset Management function within HMRC Estates. You will lead the development of internal capability, reducing reliance on external consultants over time and building a highly skilled in-house team. Where specialist expertise is required, you will work closely with commercial colleagues to procure and manage consultancy support and industry frameworks.
You will be responsible for developing and presenting strategic performance reports for senior leaders, providing clear insight into programme delivery, financial performance, risks, issues and progress against HMRC's Strategic Asset Management Plan.
Building strong partnerships across HMRC Estates will be critical to success. Working closely with Operational Contract & Commercial, Property, Project and Programme Delivery, Sustainability, Workplace Operations, BIM and technical specialists, you will champion a collaborative 'One Estate' approach, ensuring asset management decisions support wider organisational objectives.
Externally, you will represent HMRC's interests across government asset management and lifecycle replacement forums, building relationships with industry partners and identifying opportunities to adopt emerging technologies, innovation and best practice. You will also lead the development and implementation of asset maintenance strategies and standards, including SFG20, Business Focused Maintenance (BFM) and Condition Based Maintenance (CBM), ensuring investment is targeted effectively, risk is managed appropriately and value for money is achieved.
Essential Criteria
- Demonstrable extensive experience in Asset Management and the tactical planning of lifecycle replacement works.
- Extensive knowledge and demonstrable application of Property Legislation i.e., Planning, Building Control, Statutory Compliance, Commercial Landlord and Tenant. Ensuring relevant factors are considered when preparing the LCR Programme.
- Excellent knowledge and understanding of building fabric and Mechanical and Electrical disciplines
- Commercial and financial awareness with proven knowledge of budgetary control.
- Demonstrable knowledge of the structure of FM contracts with relevance to understanding lifecycle
Requirements
- Have exceptional leadership skills, modelling a strong performance culture.
- The role includes line management of Asset Information Manager.
- Applicants must live in a reasonable travel radius to the regional centre as 60% office working is required.
