Head of People & Culture (Volunteer)

Organisation: Independent Federation for Safeguarding (IfS)
Role type: Volunteer
Reports to: COO

Location: Remote / UK-wide, with occasional attendance at meetings or events as required
Time commitment: Flexible, approximately 28 hours per month

About the Independent Federation for Safeguarding

The Independent Federation for Safeguarding (IfS) is a professional body dedicated to empowering those who protect children, young people and adults. IfS was founded to ensure every individual with safeguarding responsibilities - particularly Designated Safeguarding Leads, Deputy Designated Safeguarding Leads and Designated Safeguarding Officers - has the knowledge, skills and support they need to protect children, young people and adults effectively. We provide training, supervision and support.

The Head of People & Culture will play a key role in building an inclusive, values-led and high-performing organisation in which volunteers, trustees, associates and any future employees are supported to contribute effectively and thrive.

Purpose of the Role

The Head of People & Culture will provide strategic leadership for the IfS people and culture agenda. The role will be responsible for developing proportionate people arrangements, shaping a positive organisational culture and overseeing the volunteer journey from attraction and induction through to engagement, development, recognition and succession.

The postholder will work collaboratively with the COO, Board, senior leaders and volunteers to ensure that IfS models the values, inclusion, wellbeing, accountability and safeguarding standards it promotes externally.

Key Responsibilities

People & Culture Strategy

  • Develop and maintain a clear people and culture strategy aligned with the IfS mission and strategic priorities.
  • Translate organisational plans into proportionate workforce, capability and succession priorities.
  • Advise the COO and Board on people, culture, capacity, organisational development and emerging workforce risks.
  • Develop practical measures of volunteer experience, engagement, inclusion, wellbeing and organisational health.
  • Provide regular insight and recommendations to support sustainable organisational growth.

Culture, Values & Inclusion

  • Champion a respectful, inclusive and psychologically safe culture in which people can contribute, challenge and learn.
  • Embed the IfS values and expected behaviours across leadership, governance and day-to-day ways of working.
  • Lead the development of equality, diversity, inclusion and belonging priorities and monitor progress.
  • Promote accessible and neuroinclusive working practices, recognising the needs and contributions of a diverse volunteer community.
  • Support leaders to address behaviours or practices that are inconsistent with the Federation's values and standards.

Volunteer Experience & Workforce Planning

  • Design and oversee a consistent, positive and inclusive volunteer experience across IfS.
  • Work with leaders to identify current and future capacity, capability and succession requirements.
  • Develop clear role profiles, expectations, accountabilities and appropriate review arrangements.
  • Improve volunteer engagement, recognition, retention and opportunities for progression.
  • Ensure that time commitments and workloads remain realistic, equitable and sustainable.

Recruitment, Induction & Development

  • Establish fair, inclusive and safeguarding-informed recruitment and selection processes.
  • Coordinate effective induction, probationary or settling-in reviews where appropriate, and role-specific onboarding.
  • Work with the Head of Training & Education to identify development needs and create accessible learning opportunities.
  • Support leaders with coaching, feedback, team development and succession planning.
  • Promote continuous learning, reflective practice and knowledge sharing across the Federation.

Engagement, Wellbeing & Performance

  • Create regular opportunities for volunteers and colleagues to contribute ideas, feedback and concerns.
  • Develop proportionate approaches to objective setting, contribution reviews, recognition and accountability.
  • Promote wellbeing and healthy boundaries, including early identification of pressure, conflict or disengagement.
  • Support leaders to manage concerns, complaints, conduct or capability matters fairly, promptly and sensitively.
  • Use feedback and people information to strengthen engagement, retention and organisational effectiveness.

People Policies, Governance & Safeguarding

  • Develop and review proportionate people policies, procedures, guidance and record-keeping arrangements.
  • Ensure people practices comply with relevant law, good practice, data-protection requirements and IfS governance.
  • Work with safeguarding leads to ensure safer recruitment, codes of conduct, appropriate checks and clear reporting routes.
  • Identify and escalate material people, culture, safeguarding, legal or reputational risks.
  • Maintain appropriate confidentiality while ensuring that serious concerns are reported and addressed.

Person Specification

Essential

Knowledge & experience

  • Significant experience in people leadership, human resources, organisational development, volunteer management or a closely related field.
  • Experience of developing and implementing people or culture strategies, policies and practical frameworks.
  • Experience of advising senior leaders on sensitive people, performance, conduct or organisational matters.
  • Experience of recruitment, induction, engagement, development and retention across a diverse workforce or volunteer community.
  • Strong understanding of equality, diversity, inclusion, wellbeing and psychologically safe working practices.
  • Sound knowledge of relevant UK employment law, confidentiality, data protection and safer recruitment principles.

Skills & abilities

  • Excellent communication, listening, coaching and facilitation skills.
  • Ability to translate strategy and policy into clear, proportionate and practical arrangements.
  • Strong relationship-building skills and the credibility to advise, influence and constructively challenge at all levels.
  • Sound judgement, discretion and the ability to handle sensitive information with integrity.
  • Strong organisational, project-management and problem-solving skills.
  • Ability to use feedback and people information to identify priorities and evaluate impact.

Commitment & Support

The role is voluntary and does not carry a salary. Reasonable, pre-agreed expenses may be reimbursed in accordance with IfS policy.

The postholder will receive appropriate induction and access to relevant organisational support. The time commitment will be agreed with the successful candidate and reviewed periodically to ensure that it remains realistic and sustainable.
