The Head of People leads the People function within Wiltshire Creative, ensuring the delivery of a comprehensive service supporting line managers and having oversight of the employee lifecycle from recruitment and onboarding, through performance and reward, to offboarding. The role will ensure that employment law and best practice is adhered to in all People matters.

Key responsibilities
People Services and Compliance
- To ensure a robust People function for the organisation, to maintain continued recruitment and retention of staff through overseeing good-practice operational policies and procedures
- To manage the employee lifecycle, identifying and implementing initiatives for improvement
- To ensure accurate record keeping for staff including personal details, contractual changes, annual leave and sickness records
- To ensure compliance with law and policy on all people matters, by communicating policies and procedures and ensuring they are delivered consistently across the organisation
- To have oversight of the wages and salaries budget for Wiltshire Creative staff and ensure that the People team deliver accurate information into the payroll process
- To stay informed and up to date with employment law developments and advise management of upcoming changes to ensure continued compliance
- To promote EDI throughout all people processes and policies

Employee Relations
- To support line managers on all employee relations matters, including performance and absence, and to lead on disciplinary procedures
- To manage the annual appraisal process
- To carry out regular pulse surveys to inform decision making
- To be the main point of contact for any union representatives
Recruitment
- To oversee Wiltshire Creative’s recruitment planning including budget management, business case preparation and ensuring suitable job descriptions
- To implement recruitment processes including advertising and arranging interviews
- To manage the ATS
Training
- To set and manage the centralised training budget
- To ensure mandatory training is scheduled and completed
- To identify training needs with line managers and ensure that staff receive training as appropriate
Management Reporting
- To provide the Executive Director and Finance Director with payroll forecasts and monitoring as required
- To provide updates for the Board as required by the Executive Director
- To provide People practice insight and reporting on an ad hoc basis as required
General
- To always act in the best interests of Wiltshire Creative, positively enabling delivery of our objectives and acting as an ambassador for our work
- To abide by Wiltshire Creative’s policies, including the staff handbook and associated people policies, and Safeguarding, Health & Safety and Sustainability policies
- To promote and champion Wiltshire Creative’s values through actions and behaviours
- To maintain confidentiality in all areas relating to Wiltshire Creative
- To attend staff meetings and other internal meetings, unless delivery of planned programme of work prohibits
- To support the work of other departments through effective collaboration when required
- To seek continuous improvement in processes, standards and knowledge
- To maximise income and minimise expenditure wherever possible
- To be flexible and to undertake any other reasonable duties as requested by Management

About you
- Extensive people management experience including dealing with sensitive situations such as disciplinary or redundancy processes
- Empathetic and calm under pressure
- Level 5 CIPD qualification or able to demonstrate equivalent experience
- Robust understanding of the application of employment law
- Experience of managing an HR function, including compliance, HRIS, payroll and line manager support
- Ability to communicate complex issues to a range of stakeholders
- Strong written communication skills with the ability to draft comprehensive policy documents
- Data analysis skills and confident using Excel and HR software
