Job Title: Head of PMO

📝 Engagement: Full-time, permanent

About the role

The Head of Project Management Office is responsible for the governance, reporting and commercial administration of Professional Services. The role owns the delivery framework, portfolio reporting, financial and commercial controls, change control and billing processes, providing a single view of performance across the function.

The role also oversees service performance for Data & AI services, leads major programmes spanning multiple Professional Services teams, chairs executive steering committees for key clients and manages the Project Management Office team.

You will be a disciplined and commercially focused operator who can establish effective governance without creating unnecessary process. They will be comfortable working with Finance, senior stakeholders, delivery teams and clients, with strong attention to detail across margin, utilisation, billing, contracts, milestones and risk.

What you’ll do

Governance & Delivery

  • Own the delivery framework, methodology and tooling across all Professional Services practices and engagement types
  • Provide executive reporting on portfolio margin, utilisation, milestones and risk
  • Lead major programmes spanning multiple Professional Services teams through assigned Programme Managers
  • Simplify, standardise and automate governance, reporting and administration
  • Ensure consistent delivery governance across programmes, projects, support contracts and staffing engagements

Performance & Service Monitoring

  • Own the overall Professional Services KPI framework and provide a single, accurate view of performance on a weekly basis
  • Monitor service levels and performance across Data & AI services
  • Identify trends, risks and areas requiring management attention and ensure appropriate action is taken

Commercial & Financial Management

  • Own the commercial administration layer for Professional Services, working closely with Finance and the executive team
  • Manage invoicing and billing, including reconciliation and recurring billing for support contracts
  • Administer Statements of Work, billing plans, job numbers, recharge codes and contract amendments
  • Ensure agreed scope is formally documented and that change control is consistently applied
  • Ensure new engagements are commercially live within five working days of contract signature

Client & Stakeholder Management

  • Present a consistent commercial and performance view of Professional Services to clients, Finance and senior leadership
  • Manage client billing and contract queries
  • Chair executive steering committees for major clients, ensuring actions are tracked through to completion
  • Work closely with the Chief Delivery Officer, Finance, Head of Solutions, Group Chief Technology Officer's team and internal product teams

People Leadership

  • Line manage Project Managers, Technical Project Managers, the Services Project Manager and Business Analysts
  • Provide leadership, direction and support to the wider Project Management Office and its administration function
  • Ensure the team operates effectively while maintaining a lean and proportionate PMO structure

What you’ll bring

  • 8–10+ years' experience in programme, portfolio or PMO governance, including at least three years leading a PMO within a Professional Services or consulting environment
  • Proven experience managing portfolio reporting covering margin, utilisation, milestones and risk
  • Strong commercial and financial management experience, including billing, invoicing and reconciliation with Finance
  • Experience managing Statements of Work, contract amendments and formal change control
  • Proven experience developing and implementing delivery methodologies across different types of client engagements
  • Experience managing Programme Managers and complex, multi-workstream programmes
  • Strong client and senior stakeholder management skills, including experience presenting to executive audiences and chairing steering committees
  • Strong analytical skills and attention to detail, with the ability to identify financial, commercial and delivery risks
  • Experience with Professional Services planning systems such as Kantata, Certinia or Kimble
  • Understanding of project accounting and services revenue recognition
  • Experience managing agile and traditional governance approaches within a single portfolio
  • P3O Practitioner, Management of Portfolios Practitioner, Managing Successful Programmes Practitioner or PRINCE2 Practitioner
