Where you’ll be working?

We help our clients safeguard the water supply, improve environmental performance and manage demand for future generations. We enhance and extend asset life, ensuring compliance with water quality and environmental standards. We’re problem solvers with over 140 years of combined experience in engineering and infrastructure.

This role will be within our water and wastewater capital project delivery team. Our teams deliver large-scale capital programmes aimed at keeping water infrastructure resilient for the long-term while protecting the environment.

As Head of PMO, you'll be responsible for creating and leading a national PMO capability that provides governance, performance control, delivery assurance, and strategic insight across all Service Delivery Centre activities.

Working closely with senior leaders, you'll ensure we maintain a single, accurate view of performance across the business, enabling informed decision-making, effective risk management, and continuous improvement. You'll play a pivotal role in helping us deliver safely, efficiently, and sustainably while supporting long-term client partnerships and regulatory commitments.

This role can be based Nationally, with regular travel.

What you'll be doing?

  • You'll lead and shape the PMO function by delivering a national PMO strategy aligned to M Group's Thriving Together vision, developing scalable operating models and driving continuous improvement across project and service delivery.
  • You'll drive delivery performance by owning the national performance framework, creating a single source of truth through reporting and analytics, and providing executive-level insights to improve performance against KPIs, regulatory requirements and customer commitments.
  • You'll provide governance, risk and assurance leadership by implementing robust control frameworks, overseeing risks, issues and change management, and ensuring readiness for audits, regulatory reviews and client forums.
  • You'll harness data and digital innovation by leading a data-driven PMO capability, owning performance reporting and analytics, and championing technology solutions that enhance visibility, efficiency and decision-making.
  • You'll provide financial and commercial leadership through forecasting, budgeting, cost control and performance monitoring, ensuring delivery plans align with commercial objectives while identifying opportunities for efficiency and value creation.
  • You'll optimise resource planning by overseeing national capacity planning, enabling effective deployment of labour and supply chain resources, and supporting scalable workforce strategies across a 24/7 operational environment.
  • You'll inspire and develop people by building a high-performing PMO team, fostering a culture aligned to the values of Responsible, Open, Together and Ambitious, and developing future leaders across the function.

What You'll Bring

  • Proven success leading a large-scale PMO, programme controls, delivery assurance, or portfolio governance function.
  • Experience operating within complex, multi-site organisations, ideally across infrastructure, utilities, engineering, or operational service environments.
  • Strong commercial acumen with experience in financial management, forecasting, and performance optimisation.
  • Demonstrated ability to influence and challenge executive stakeholders while driving organisational performance and accountability.
  • A successful track record of leading, developing, and motivating high-performing, multi-disciplinary teams.

Desirable

  • Experience working within the water sector or other highly regulated industries.
  • Knowledge of AMP programmes, utility frameworks, and associated governance requirements.
  • Professional qualifications such as APM, MSP, PRINCE2, PMP, or equivalent.
  • Experience leading digital, technology, or data-led transformation programmes.
