PSS Power Connections is a NERS-accredited independent connections provider delivering high and low voltage network solutions across England, Scotland, and Wales.
The company offers compliant, quality-assured turnkey delivery, including renewables interfacing such as EV charging, battery energy storage (BESS), and solar, across LV/11/33/66/132kV underground and overhead lines.
PSS Power Connections specializes in UKPN and SSEN connections with frameworks for SSEN and GSP contract partners, supported by in-house, DNO authorized delivery teams.
The company also provides nationwide HV maintenance and fault response services for private asset owners, 365 days a year.

Role Description
The Head of Pre Construction & Commercial is a full-time, hybrid role based in Marlow, with flexibility for some work from home. This role manages & develops pre-construction activities, including bid management, tender preparation, and commercial evaluations for high and low voltage network projects. Responsibilities include leading the estimation and proposals process, reviewing technical and commercial documents, and ensuring compliance with DNO, IDNO, and client specifications.

The role is the focal point for all pre-construction activities and design management prior to operational delivery handover.
The Head of Pre Construction & Commercial collaborates closely with engineering, operations, and finance teams, provides leadership to pre-construction and commercial staff, and contributes to strategic business development and process improvement.
Qualifications
- Candidates should possess strong commercial management and pre-construction experience within the power, utilities, or infrastructure sector.
- Candidates should possess skills in contract negotiation, tender preparation, and bid strategy, including familiarity with NEC, JCT, or similar contract forms.
- Candidates should possess knowledge of LV/11/33/66/132kV networks, DNO/IDNO connection requirements, and relevant UK standards and regulations.
- Candidates should possess financial and analytical skills, including cost estimation, margin analysis, and risk assessment for complex projects.
- Candidates should possess leadership and team management abilities, with experience coaching cross-functional teams and managing stakeholder relationships.
- Relevant qualifications in engineering, quantity surveying, commercial management, or a related discipline are beneficial.
- Experience working with renewables, EV charging, BESS, and solar projects, as well as NERS-accredited environments, is an advantage.
- Strong communication, report-writing, and presentation skills, and proficiency with common business and project management software, are expected.
- DNO or Tier 1 GSP framework experience desirable for 33/132kV schemes
