About the Role

As the Head of Procurement at Lampton Group, you will be responsible for shaping, leading and continuously improving the organisation’s procurement strategy, governance framework, and commercial capability. The role provides senior, strategic leadership and oversight for all procurement and commercial activity, ensuring that all processes are compliant, efficient and deliver value for money. This includes adherence to legal and regulatory requirements such as the Procurement Act 2023 [PA 23] and the Public Contracts Regulations 2015 [PCR 2015] and supporting the delivery of high-quality commercial outcomes. This role also drives robust risk management and enabling strong supplier and contract management across the organisation ensuring procurement contributes to organisational priorities and long-term strategic goals.

Key Responsibilities

  • Oversee the delivery of all procurement activity, ensuring projects are compliant, commercially robust, and deliver measurable value for money.
  • Develop and implement a forward-looking procurement strategy aligned to organisational objectives and national policy priorities.
  • Provide expert commercial leadership, ensuring robust planning and consistent application of procurement processes and methodologies including, category management, market engagement and innovation.
  • Lead, manage and develop the procurement team to ensure a high-performing, forward-thinking commercial function.
  • Identify capability gaps and implement training pathways, including support for CIPS accreditation and Procurement Act 2023 Practitioner-level training.
  • Serve as the organisation’s senior advisor on procurement and commercial risk.
  • Lead major and complex procurements including high-value and strategic procurement exercises, ensuring the use of appropriate sourcing strategies and procedures.
  • Monitor procurement performance metrics, savings delivery, cycle times, and supply chain resilience.
  • Ensure all procurement activity complies with the Procurement Act 2023, organisational standing orders and audit requirements.
  • Lead the development of a robust contract management framework and organisational capability.
  • Provide strategic input into contract drafting, performance frameworks, KPIs, pricing mechanisms, and negotiation strategies.

Experience and Qualifications Required

  • Extensive experience leading procurement in a regulated public-sector environment.
  • Expert knowledge of public procurement legislation, including the Procurement Act 2023 and associated regulations with minimum Procurement Act 2023 Practitioner Level Certification.
  • Strong commercial acumen with experience of leading complex, high-value procurements.
  • Understanding of contract law, negotiation, risk management and supplier markets.
  • Strategic thinker with strong leadership, influencing and decision-making abilities.
  • Excellent communication skills and ability to engage confidently with senior stakeholders.
  • Ability to balance compliance, innovation, and pragmatic problem-solving.
  • Significant senior-level procurement experience, within a regulated, public sector or complex environment.
  • Demonstrated leadership of large-scale commercial programmes and cross-organisational procurement strategy.
  • Proven track record of delivering value for money, efficiencies and improved commercial outcomes.
  • Completion of, or commitment to, the Procurement Act 2023 Practitioner-level certification for statutory compliance.
  • Strong Leadership skills and experience in managing and developing a high performing procurement team.
