Head of Procurement and Supplier Management
Location: Birmingham (SCC operate hybrid working, which comprises a mix of office and home working)
Contract Type: Permanent
Salary Package: Up to £85,000, plus large company benefits, a broad flexible benefits scheme, and 2 paid-for volunteering days a year
Hours: 9.00 am – 5.30 pm Monday – Friday

Role Purpose
To develop and execute procurement and supplier management strategies that optimise cost, improve service quality, manage supplier risk, support business growth, and ensure compliance with internal policies and external regulations
Key Responsibilities
Procurement Strategy & Leadership
- Develop and implement the procurement strategy aligned to corporate objectives.
- Responsible for procurement policies, procedures, and governance frameworks.
- Lead and develop the procurement and supplier management teams.
- Drive continuous improvement within sourcing, contracting, and supplier management processes.
- Promote best practice procurement across all business functions.
Strategic Sourcing & Contract Management
- Lead strategic sourcing activities across key spend categories.
- Conduct supplier tender processes (RFI, RFQ, RFP).
- Negotiate commercial agreements and contractual terms.
- Ensure contracts deliver value, flexibility, and appropriate risk allocation.
- Oversee contract renewals and supplier transition activities.
Supplier Relationship Management
- Establish formal supplier segmentation models.
- Manage executive relationships with strategic suppliers.
- Conduct regular business reviews with key suppliers.
- Drive supplier innovation and value creation initiatives.
- Resolve significant supplier performance issues and disputes.
Commercial & Financial Management
- Deliver procurement savings, cost avoidance, and value improvement targets.
- Manage supplier rebates, incentives, and commercial programmes.
- Support budget planning and forecasting.
- Monitor supplier pricing and market competitiveness.
- Identify opportunities for demand management and spend optimisation.

Supplier Performance Management
- Define supplier performance scorecards.
- Monitor KPIs and service level agreements.
- Lead corrective action plans where performance falls below expectations.
- Escalate and manage supplier performance risks.
- Report supplier performance to executive leadership.
Risk Management & Governance
- Maintain supplier risk management framework.
- Monitor financial stability of suppliers.
- Assess operational, cyber, legal, ESG, and concentration risks.
- Ensure compliance with procurement policy and delegated authority limits.
- Support business continuity planning and supply chain resilience.
ESG & Sustainability
- Develop responsible procurement practices.
- Ensure supplier compliance with sustainability requirements.
- Support Net Zero and carbon reduction objectives.
- Monitor ethical sourcing and social value commitments.
- Manage supplier ESG assessments.
Supplier Due Diligence & Onboarding
- Oversee supplier approval and onboarding processes.
- Ensure adequate financial, legal, security, and compliance checks.
- Maintain approved supplier lists.
- Ensure third-party risk assessments are completed.
Skills And Experience
- Commercially astute, demonstrating a strong understanding of gross margin and rebate structures, vendor programmes and certifications, contract negotiation, pricing and bid support, and working capital and cash flow impacts when delivering cost savings, service improvements, and efficiencies.
- Strategic supplier management - ability to move beyond transactional procurement and build strategic partnerships, developing executive-level supplier relationships, understanding supplier growth strategies, and aligning supplier investments with SCC business objectives.
- A strong negotiator, with the ability to challenge constructively whilst maintaining relationships when negotiating framework agreements, securing improved payment terms, managing renewals, challenging supplier price increases, and resolving disputes.
- Strong data and analytical skills to provide evidence-based supplier performance.
- A strong appreciation of Supplier Management and Procurement risk and governance, including ESG and sustainability obligations, supply chain risk and audit, financial stability assessments, regulatory compliance.
- Ability to influence stakeholders without necessarily having direct authority…a trusted advisor with strong cross-functional collaboration skills.
- Leadership, development, and day-to-day management of a small team.
- A strong customer-centric mindset, balancing procurement efficiencies with customer experience/outcomes.
- Degree-level education with MCIPS qualification (preferable).
