On 1 April 2026, NSS and NES became one national organisation, focused on continuity today and a stronger, more connected service for tomorrow.
As part of this transformation, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) have joined to form a new organisation: Public Services Delivery Scotland (PSD Scotland). This new organisation will play a pivotal role in supporting the renewal and ensuring the long-term sustainability of health and care services across Scotland.
Flexible Location:
PSD Scotland is a remote-friendly employer with staff based throughout Scotland. We support office-based and hybrid working arrangements. We welcome conversations about alternative working patterns—please get in touch during the application process to discuss.
Work Pattern:
Fixed Term, Full Time, 36 hours per week
Fixed-term or Secondment until 31st March 2028
For NHS applicants, an NHS secondment will be offered in the first instance. For non-NHS applicants, a fixed-term or secondment would be considered.
You must have eligibility and entitlement to work in the UK which is required to be maintained throughout your period of employment.
Who We Are
PSD Scotland unites expertise from NES and NSS in a way that will allow us to accelerate national programmes to support the NHS to deliver better care, now and in the future.
We support staff with education and training, provide the tools and data that improve services, and run vital national functions such as procurement, logistics and blood, tissue and cell services.
PSDS Technology Service (PTS) has created a strategic programme for the transformation of digital based services to allow PSDS to become a leading digital organisation in Scottish Health, digital by default and fully aligned with the Scottish Government’s technology strategies.

The Opportunity
We are recruiting to three Head of Product & Delivery posts to lead portfolios of products or platform services, providing strategic direction, professional leadership and delivery oversight across complex and evolving environments.
The successful candidate will be accountable for defining a clear vision and strategy, setting priorities, making investment decisions, establishing meaningful measures of success and ensuring products and platform services continue to deliver value over time.
As an expert in both Product Management and Delivery Management, you will bring the two disciplines together to translate strategic intent into achievable delivery and operational plans. You will create the conditions for multidisciplinary teams to succeed and ensure that delivery today supports, rather than displaces, long-term outcomes and sustainability.
You will also play a key role in developing Product Managers and Delivery Managers, strengthening professional practice and helping build the future capability of the organisation.
Portfolio Areas
The role may be assigned to one of several Portfolios, each with a distinct focus:
DFD Digital Delivery
A portfolio of digital products that support the Digital Front Door and help people access, engage with and interact with health and care services. This includes products such as MyCare.scot web, MyCare.scot mobile, MyCare Connect and DFD Reporting & Analytics.

Health & Social Care Products
A portfolio of specialist products that support the delivery of health and social care services, programmes and professional practice. This includes products such as SCI Diabetes, Eyecare, Real Time Staffing, Turas Care Management and Family Nurse Partnership solutions.
National Digital Platform
A portfolio of reusable platform services that provide the foundations for digital delivery across health and social care. These services enable products, organisations and partners to securely exchange information, integrate systems and reuse common capabilities at national scale.
While each portfolio has a different focus, all Heads of Product & Delivery are expected to provide strategic leadership, professional leadership and delivery oversight, ensuring that products and platform services are aligned to organisational priorities and deliver measurable outcomes.

- Senior leadership experience with accountability for a portfolio of products or platform services
- Experience of setting strategic direction and translating vision into measurable outcomes, priorities and plans
- Strong Product Management and Delivery Management expertise
- Experience using evidence, insight and performance information to inform decisions and drive improvement.
- Experience developing people, building capability and creating high-performing teams.

In person OR online interviews will take place on or around 28th September – 1st October 2026. The interview will be conducted over two stages. The first interview will consist of a presentation component and whiteboard exercise; the second interview will focus on values-based questions. The presentation topic will be sent to candidates selected for interview
