Head of Programme Management Office

Location: Oxfordshire, near Didcot

Salary: £70,000 to £75,000 + up to 20% performance bonus

Benefits: Up to 7% matched pension, private medical insurance, and travel insurance

Working Pattern: Hybrid, minimum 3 days in the office

Hours: 37.5 hours per week


A growing organisation operating within the UK's low carbon infrastructure sector is expanding its programme management capability as it moves a significant portfolio of projects through development and delivery.

This is a senior hands-on position with responsibility for establishing consistent programme controls across a complex portfolio, providing senior leadership with clear visibility of programme status, resources, risks, and commercial progress.

The Role

As Head of Programme Management Office, you will own the portfolio-level controls that bring multiple projects together into a single view.

You will be responsible for:

  • Integrated master programme management across multiple projects
  • Resource planning, stage gates, governance, and portfolio reporting
  • Providing senior stakeholders with clear delivery assurance and commercial insight

Key Responsibilities

  • Own the integrated master programme, tracking interdependencies, critical paths, and portfolio sequencing
  • Establish consistent governance, reporting standards, stage gates, and approval processes across the portfolio
  • Maintain oversight of programme risks, resources, funding requirements, and key commercial milestones

What We're Looking For

  • Proven programme management experience across complex multi-workstream infrastructure, energy, or similar projects
  • Strong integrated programme planning skills using Microsoft Project or equivalent, with the ability to manage cross-project programmes and resource visibility
  • Strong commercial awareness with experience understanding project financials, funding structures, and investment decisions

Desirable Experience

  • Formal project or programme management qualification such as PMP, PRINCE2, or equivalent
  • Experience within district heating, utilities, or low carbon infrastructure development
  • Experience with public grant funding mechanisms and managing programme compliance alongside commercial delivery
