How You'll Make a Difference
As Head of Property and Development, you will provide strategic leadership for the council's property, investment and development portfolio, ensuring land and property assets are managed effectively to maximise value, support service delivery and contribute to the council's long-term ambitions.
As a member of the senior leadership team, you will lead the development and delivery of the council's estate strategy, driving regeneration, investment and development opportunities across the district. Working collaboratively with internal and external partners, you will ensure the property portfolio supports thriving communities, economic growth and the effective use of public assets.
What You Will Be Doing
- Provide strategic leadership and oversight of the Property and Development service, ensuring the effective management of the council’s property, estate, investment and development portfolio.
- Lead a high-performing multidisciplinary team, driving a culture of accountability, continuous improvement and customer-focused service delivery.
- Use your commercial and professional expertise to lead the acquisition, disposal and management of corporate and investment assets, maximising value and supporting the council’s strategic priorities.
- Develop and deliver the council’s estate strategy, ensuring assets remain aligned to current and future service needs, while overseeing the performance and financial return of the investment portfolio.
- Provide expert advice on complex property, development and investment matters, working closely with senior leaders, elected members, developers, investors and partners.
- Lead major regeneration and development projects, manage complex negotiations, and develop robust business cases and investment appraisals that support sustainable growth and long-term value for the council and its communities.
- Ensure compliance, governance and professional standards are maintained across all property, estate and development activities.

What We Need From You
- Degree in a relevant discipline, such as urban planning, town planning, estate management or land management, or equivalent experience.
- Relevant professional qualification, such as MRICS, or equivalent knowledge, skills and experience.
- Substantial experience of leading property, estate management, investment and development functions within a large and complex organisation, with a proven track record of delivering major regeneration, development and investment projects from inception through to completion.
- Strong commercial and financial management experience, including responsibility for business planning, budget management and maximising asset value.
- Experience of leading high-performing teams, using leadership and influencing skills to build effective relationships with a wide range of colleagues, stakeholders and partners, driving successful outcomes across complex projects and programmes.
