This is an exciting opportunity to lead a service that makes a real difference every day. We are looking for an experienced property services leader who can bring energy, focus and ambition to the way we deliver repairs, maintenance and compliance services across Cadarn Housing Group.
Our Property Services Team is at the heart of what we do. From keeping homes safe and well maintained to improving the experience of our tenants, the department plays a critical role in delivering practical, visible and valued services. As Head of Property Services, you will lead across repairs, voids, planned and cyclical maintenance, gas servicing, electrical testing and operational support, shaping a modern, efficient and accountable service that colleagues are proud to be part of and tenants can rely on.
About Us
Cadarn Housing Group is the parent company with Cadwyn Housing Association, Newydd Housing Association, Living Quarters (Lettings and Sales) Wales Ltd, and Igneous as subsidiaries.
As parent, Cadarn provides an oversight and support services role. Newydd Housing Association is a charitable housing association that offers over 3,000 affordable homes for rent and sale to people where need is at its greatest in mid and south Wales, working in several local authority areas. Cadwyn Housing Association owns and manages 2,000 homes for affordable rent and low-cost home ownership as well as a range of community regeneration initiatives in Cardiff.
About the Role
Reporting to the Development & Property Director, you will provide strategic leadership and service oversight for Cadarn’s Property Services function. You will lead the delivery of high-quality, efficient and customer-focused repairs and maintenance services across the Group, including responsive repairs, voids, planned and cyclical maintenance, gas servicing, electrical testing and operational support.

You will be responsible for leading a substantial operational service, managing budgets of around £10–12m per year and overseeing managers and teams delivering services to tenants and homes across the Group. You will ensure strong financial control, effective risk management, clear performance reporting and full compliance with statutory, regulatory and health and safety requirements.
This is a varied and challenging senior leadership role. You will work closely with colleagues across the Group to drive continuous improvement, strengthen service standards, develop people and systems, improve customer satisfaction, manage complaints effectively and support a consistent Group-wide approach to property services.
About You
We are looking for an experienced property maintenance leader with a relevant professional qualification, such as CIOB or RICS, and substantial experience of managing high-volume repairs, maintenance or property services. You will have a strong track record of leading large operational teams, managing significant budgets, reporting at senior level and translating strategic priorities into clear delivery plans.
You will bring advanced knowledge of building maintenance, procurement, service delivery models, contract management, cost control and job costing. You should also be confident using repair and maintenance systems, performance data and Microsoft applications to support decision-making, planning and service improvement.
Just as importantly, you will be an excellent communicator and relationship builder, with the ability to lead, motivate and shape high-performing teams. You will be resilient, analytical and solution-focused, able to manage competing priorities, meet deadlines and make sound decisions in a busy operational environment.

Experience of housing association maintenance and knowledge of the Welsh Housing Quality Standard would be an advantage but not essential. A full driving license and access to a car for work are essential.
