Join Sopra Steria’s newly formed Transformative Business Services (TBS) Consulting practice as our Head of Public Sector Service Transformation Consulting and play a key role in shaping the future of citizen-focused public service transformation. This is a unique opportunity to build and lead a new consulting capability focused on helping government organisations modernise critical, high-volume services through the intelligent use of AI, automation, digital technologies and scalable delivery models.
Working with senior leaders across Central Government, Police and Local Government, you will lead the growth of our Public Service Transformation consulting practice, helping clients redesign and deliver services that achieve better outcomes for citizens while improving efficiency and resilience. You will combine strategic advisory expertise with practical delivery experience, shaping transformation agendas and ensuring they are successfully implemented at scale.
This is a highly visible leadership role where you will drive business growth, lead major bids, develop innovative propositions and build a high-performing team. You'll also establish thought leadership in the market, working closely with clients and colleagues to deliver transformational change across areas such as employability and welfare, courts and justice, immigration services, and grants and funding administration.

This role is hybrid variable, with regular travel to our offices and client sites.
What you'll be doing:
- Lead the growth of the Citizen Service Transformation Consulting practice, defining the vision, propositions and go-to-market strategy across government-focused transformation services.
- Build and maintain senior client relationships across Central Government, Police and Local Government, driving new business, account growth and strategic partnerships.
- Lead complex sales opportunities and major bids, overseeing the full lifecycle from qualification and solution design through to commercial negotiation and contract award.
- Deliver large-scale public service transformation programmes, providing leadership from strategy through to implementation and benefits realisation.
- Develop innovative consulting offerings, methodologies and thought leadership that combine advisory, AI, technology and scalable delivery models.
- Build and lead a high-performing consulting team, driving recruitment, capability development, collaboration and the achievement of revenue, profitability and growth targets.
What you’ll bring:
- Significant experience leading citizen-focused public service transformation programmes within consulting, government or a related sector, delivering measurable outcomes through technology-enabled change.
- Strong business development track record, with an established network of senior stakeholders across Central Government, Local Government, Police or related public sector organisations.
- Proven ability to originate and win complex consulting engagements, including leading bids, developing compelling proposals and delivering executive-level presentations.
- Experience designing and implementing innovative, technology-enabled solutions that address complex public service challenges and improve outcomes for citizens.
- Extensive experience leading AI and digital transformation programmes, from strategy through to implementation and benefits realisation, including outcome-based or value-led engagements.
- Proven capability in building and growing consulting practices, including developing propositions, creating methodologies, recruiting and coaching teams, alongside deep expertise in citizen-centred service design, journey mapping and public sector operating models.
