Job Purpose
Accountable to the Director of Operations and Managing Director for the strategic execution and complete operational delivery of JDT's material lifecycle and street works networks. This comprehensive corporate remit combines end-to-end management of primary/secondary aggregate procurement, optimal handling and recycling of excavation mass via designated Waste Transfer Stations (WTS), and leading the Reinstatement Department to cross-contractual excellence (SGN & other client frameworks). A vital commercial and regulatory objective of this post is ensuring that all strategic plant operations, transport logistics, and asset utilisation loops seamlessly leverage carbon-reduction mechanisms and sustainability goals outlined by the Department for Energy Security and Net Zero (DESNZ) while preserving low direct costs.
Key Responsibilities
- Head of the Reinstatement, Aggregates, and Waste Networks Department, with definitive authority over the hiring, discipline, mentoring, structure, and operational deployment of all inner business staff and external supply chains.
- Direction and commercial control of reinstatement budgets, ensuring that materials, logistics, direct field labour, and subcontracted work matrices achieve maximum cost-efficiency and return on capital assets.
- Strategic optimisation of JDT Waste Transfer Stations (WTS), ensuring robust recycling loops to minimise landfill disposal charges and guarantee high-yield secondary aggregate processing loops.
- Alignment of all company earthworks and backfilling activities with national targets established by DESNZ, proactively implementing green procurement strategies such as expanding the utilisation of Cold Lay Asphalt variations.
- Cross-departmental synchronisation with Heads of Operations Groups to build circular scheduling matrixes; ensuring excavation sizes are proactively restricted, tarmac cutting protocols are minimised, and reactive logistics are systematically ironed out.
- Fostering elite relationship capital with corporate clients, Local Authorities, Highways Agencies, Transport Management and external regulatory auditors to preserve flawless permit delivery and project completion lifecycles.
- Ownership of performance monitoring frameworks, driving strict internal adherence to contractual Key Performance Indicators (KPIs) including Public and Private D+2 overrun limits.
- Total ownership of the company reinstatement data layer, standardising metrics via active systems such as Control Hub, AppCan, and JDT Vision to deliver clear weekly, monthly, and quarterly performance visibility directly to the Board of Directors (BOD).
- Preservation of flawless safety metrics, maintaining an internal audit regime across projects using mobile inspection systems (iAuditor) to target zero high-voltage underground cable strikes and eliminate client safety interventions.

Mandatory Qualifications And Competencies

- 7+ years Senior Operational Management experience within a Tier 1 or Tier 2 UK Utility or Highways provider.
- NRSWA / Street Works Supervisor Qualification (Full Dual Certification).
- IOSH - Leading Safely Certification.
- SHEA Gas and Power Registration & Full SGN System Registration Credentials.
- Deep technical mastery of environmental permitting, waste exemptions, and Duty of Care legislation governing Waste Transfer Stations.
- Proven experience handling commercial carbon tracking metrics or delivering contract loops aligned with DESNZ / DEFRA criteria.
- Chartered Membership with the Chartered Institution of Wastes Management (CIWM).
- Degree in Environmental Science, Civil Engineering, Minerals Management, or a matching technical discipline.
- Inclusion & Diversity (I&D) Awareness Training.
- Deep background embedding digital transformation architectures (Control Hub, AppCan, JDT Vision, or equivalent ERP setups).
- Specialist level knowledge of HAUC / NRSWA legislative changes and local authority intervention protocols.
