Head of Risk (Reporting to Chief Executive Officer / Board Risk Committee)

Regulatory Status: Senior Management Function SMF4 – Chief Risk Function, subject to regulatory approval.

Remuneration: All-inclusive gross annual salary: £80,000

The appointment will be subject to the Bank’s applicable employment terms, conditions and policies.

Job Summary

Act as an Approved Person undertaking the SMF4 – Chief Risk Function, subject to regulatory approval, and provide independent leadership and oversight of the Bank’s Risk Management function. Ensure that the Bank’s principal and emerging risks are appropriately identified, assessed, monitored, managed and reported in line with the Bank’s strategy, Risk Appetite Framework, regulatory requirements and the nature, scale and complexity of the Bank. Provide independent challenge to Management and business functions and support the Board and relevant governance committees in maintaining an effective Risk Management and control environment. Report to the Chief Executive Officer, Board Risk Committee, Board Audit & Compliance Committee and the Board where appropriate and attend relevant Board governance and Management forums including EXCO, ALCO, ITSCO, Consumer Duty Steering Committee and Credit Committee as required and Serve as Secretary to the Board Risk Committee (BRC).

Key Responsibilities - Risk

  • Responsibility for implementing, where applicable, and managing the firm’s risk management policies and procedures.
  • Develop and maintain the firm's Risk Management Framework (RMF) in line with the firm's strategy and also evolving statutory and regulatory obligations.
  • Develop and maintain the firm's Risk Appetite in line with the firm's strategy and recommended to the CEO, Credit Committee, ALCO, EXCO, BRC/BACC and Board.
  • Develop and maintain the firm's policies, systems and procedures to identify, manage, monitor, and control the key risks to which the firm is or may be exposed.
  • Review strategies, policies, systems, and procedures for taking up, managing, monitoring, controlling, and mitigating the risks to which the firm is or may be exposed.
  • Review the internal audit plan fully reflects the key risks to which the firm is or may be exposed.
  • Ensure that the systems and procedures are in place to produce timely and appropriate MI, risk statements and reports for Management and the Credit Committee / ALCO / BRC / BACC/Board.
  • Oversee IT security and controls.
  • Develop, implement, and maintain the firm's Business Continuity Plan (BCP).
  • Develop and maintain the firm's ICAAP and produce on an annual basis.
  • Develop and maintain the Bank's Recovery and Resolution Plan and oversee the internal processes regarding their governance.
  • Manage the Bank's internal stress testing, ensuring accuracy and timeliness.
  • Develop and maintain the firm's ILAAP and produce on an annual basis.
  • Oversee the identification, assessment, monitoring, management and reporting of climate-related financial risks and ensure their appropriate incorporation into the Bank’s Risk Management Framework and governance arrangements.

Other Risk and Governance Responsibilities

  • Lead the implementation, embedding and periodic review of the Bank’s Risk Management Framework and Risk Appetite Framework, including monitoring and escalation of material breaches and emerging risks.
  • Lead the identification, assessment, monitoring and reporting of the Bank’s principal and emerging risks and provide independent and constructive challenge to Management and business functions.
  • Ensure appropriate Risk MI, Key Risk Indicators, dashboards and reporting are provided to Management, relevant Committees and the Board.
  • Provide independent Risk input and challenge in relation to business strategy, new products, material transactions and significant changes to the Bank’s operating environment.
  • Maintain appropriate second-line oversight of credit, market, liquidity, capital, operational, technology, cyber, climate-related and other material financial and non-financial risks.
  • Ensure capital, liquidity and prudential risks are appropriately reflected in the Bank’s Risk Management arrangements, including ICAAP, ILAAP, stress testing and recovery planning.
  • Monitor relevant PRA, FCA and other regulatory developments, maintain effective regulatory engagement, and ensure Risk-related submissions, information requests and remediation actions are completed accurately and within required timelines.
  • Lead and develop the Risk function, ensuring appropriate resources, capability, succession and resilience, and promote a strong Risk culture throughout the Bank.
  • Coordinate with Internal Audit, external auditors and other assurance functions on Risk-related matters and monitor the timely implementation of relevant remediation actions.

Competencies & Skills

  • Strong Risk Management judgement, analytical capability and independent decision-making.
  • Strong understanding of Enterprise Risk Management, Risk Appetite Frameworks and prudential Risk Management.
  • Strong knowledge of capital, liquidity, ICAAP, ILAAP, stress testing, recovery planning, resolution and operational resilience.
  • Strong understanding of credit, market, operational, technology, cyber and climate-related risks relevant to a regulated bank.
  • Strong governance awareness and understanding of PRA, FCA and SMCR requirements.
  • Ability to provide effective challenge and communicate complex Risk matters clearly to senior Management, Board Committees and the Board.
  • Strong stakeholder-management, presentation and report-writing skills.
  • High integrity, sound judgement and commitment to maintaining appropriate independence of the second line of defence.

Qualifications & Experience

  • Degree in Finance, Economics, Risk Management, Business, Accounting or a related field, or equivalent relevant professional experience.
  • Relevant professional Risk or financial-services qualification desirable, including FRM, PRM, CFA, ACCA, CIMA or equivalent.
  • Significant senior-level Risk Management experience within a regulated banking or financial-services environment.
  • Demonstrable experience in Enterprise Risk Management, Risk Appetite, ICAAP, ILAAP, capital and liquidity Risk Management, stress testing and recovery planning.
  • Experience in the identification, assessment, monitoring and reporting of material financial and non-financial risks.
  • Experience in presenting Risk matters to senior Management, Board Committees and/or Boards.
  • Experience of engagement with the PRA, FCA or other relevant regulators would be highly desirable.
  • Good understanding of the SMCR framework and SMF4 responsibilities.
  • Demonstrable leadership experience and the ability to manage and develop Risk professionals.

Governance Positioning

The Head of Risk is intended to undertake the SMF4 – Chief Risk Function, subject to regulatory approval.

The role is separate from the Compliance function and SMF16 – Compliance Oversight Function.

The Head of Risk will operate as a senior member of the Bank’s second line of defence, with direct access to the Chief Executive Officer, Board Risk Committee and Board as appropriate.

The Head of Risk will discharge the applicable Prescribed Responsibility, Overall Responsibility and Other Responsibilities allocated through the Bank’s approved Management Responsibilities Map and Statement of Responsibilities.
