The Role
This role heads the Risk Framework and Governance team within GCOO Business Risk in London. You’ll be accountable for how GCOO provides risk and control input into Board and senior management forums including preparing risk and control-specific papers and briefing notes for the Group COO. The role sets the operating rhythm for GCOO’s risk meeting architecture and ensures Risk Management Framework (RMF) and policy and procedure changes are properly assessed then embedded across GCOO with the Group COO delegation to approve policy and procedure changes. You’ll also oversee BIRO activity across GCOO including partnering on key cyber initiatives incident management and training. A key outcome is delivering Group-level Operational Resilience regulatory requirements including the Group Level Self-Assessment and market consultation papers. Success looks like clear decision-ready materials, timely escalation, and a plain-English view of aggregate risk exposure emerging threats and management priorities.
What you'll be doing
- Own production of risk and control papers and briefing notes for the Group COO including GRMM, GRC, GAC, GTO, Holdings Board, and regulatory meetings
- Shape content so senior executives can make clear timely decisions on risk exposure emerging threats and management priorities
- Govern the end-to-end cadence for GCOO-owned risk meetings including GCOO RCMM, BRR RCMM, Shared Services RCMM, Procurement and Real Estate RCMM, and the Accountability Review Panel
- Embed RMF changes across GCOO ensuring impacts are assessed enacted and sustained in day-to-day controls
- Oversee assessment enactment and embedding of policy and procedure changes across GCOO acting as the Group COO delegate for approvals
- Manage BIRO activity across GCOO including partnership on key cyber initiatives incident management and training
- Deliver Group-level Operational Resilience regulatory requirements including the Group Level Self-Assessment and market consultation papers
- Strengthen efficiency and quality by adopting new ways of working and AI tooling across governance reporting and delivery

What we're looking for
- Demonstrate substantial experience preparing Board-level papers and briefing notes for senior executives including Group ExCo members
- Show proven experience operating at senior executive level and influencing decision-making up to OpCo
- Bring strong knowledge of HSBC’s governance landscape and key Business Risk and NFR teams
- Apply deep understanding of the risk management framework and how changes impact GCOO
- Evidence effective management of senior risk meeting governance including agendas materials actions and outcomes
- Apply evidence-based challenge with timely escalation and clear decision-making
- Demonstrate capability assessing reporting quality aggregation logic lineage thresholds and indicators
- Bring strong knowledge of Helios including limitations reporting aggregation and reference data
- Board-ready risk decisions

The focus is on producing clear Board-ready papers and briefings shaping governance outcomes and ensuring framework and policy change lands consistently across GCOO. You’ll partner closely with the Group COO and senior stakeholders to provide a plain-English view of risk exposure and priorities.
