Head of Sector Resilience
Salary: £54,876 per annum
Location: York, Manchester, Newcastle, Birmingham, Cambridge, Swindon, Bristol or Portsmouth
Working Arrangement: Hybrid, with travel to office and sector meetings required
Contract: Permanent, full-time
Overview
Our client, a national public body responsible for protecting and promoting the historic environment, is seeking a Head of Sector Resilience to lead policy and programme activity supporting the long-term strength of the heritage sector.
The role will shape work to ensure heritage organisations and local government services have the knowledge, skills, infrastructure and resources needed to remain effective and sustainable. The successful candidate will provide strategic direction, influence public policy, build partnerships across government and the wider sector, and lead programmes designed to strengthen sector capacity.
The role will also oversee national capacity-building grant activity, identify opportunities to secure additional funding and lead a high-performing team.
Responsibilities
- Lead the development of policy and programme activity focused on heritage-sector resilience.
- Provide strategic direction for work supporting the capacity and performance of local government heritage services.
- Shape the organisation’s contribution to national sector-resilience plans and priorities.
- Build collaborative relationships with government departments, local government bodies and sector organisations.
- Monitor current and emerging policy changes affecting the heritage sector and local government.
- Lead engagement and negotiation with major heritage, funding, membership and industry bodies.
- Ensure the organisation’s support offer complements wider provision across the sector.
- Gather and interpret evidence to inform public policy and financial intervention strategies.
- Influence public policy, programmes and funding priorities.
- Provide strategic direction for national capacity-building grant programmes.
- Identify and pursue opportunities to secure additional funding for sector support.
- Develop partnerships that strengthen knowledge, skills, infrastructure and resources across the sector.
- Lead, support and develop a high-performing team.
- Represent the organisation at external meetings and sector forums.

Requirements
- Strong awareness of current issues relating to capacity building and resilience within local government and the wider heritage sector.
- Understanding of current and emerging planning policy, public finance and related government agendas.
- Knowledge of areas such as devolution and targeted tax reliefs.
- Experience influencing public policy and programmes.
- Experience gathering evidence and using insight to shape public policy or financial intervention strategies.
- Proven ability to build effective partnerships and manage strategic relationships.
- Experience leading, nurturing and developing a high-performing team.
- Strong communication, negotiation and stakeholder-management skills.
- Ability to provide strategic direction across complex programmes and partnerships.

Interviews are provisionally scheduled for 17 September 2026.
