Pertemps Professional Recruitment are seeking an Interim Head Of Service for Adult Social Care for a South East Local Authority.

Seeking a Head of Service to lead the "Better Lives Programme" - A major programme of transformation focused on helping adults live well, remain independent, and access high-quality care and support when they need it.

As Head of Better Lives, you will provide strategic leadership across transformation, improvement and partnership working, ensuring the programme delivers meaningful outcomes for residents, supports financial sustainability and strengthens readiness for external assurance and inspection. Working closely with colleagues across the Council, health partners, providers, elected members and wider stakeholders, you will be at the centre of a complex and high-profile change agenda.

About the role

  • Lead the strategic development, governance and delivery of the Better Lives Programme, ensuring priorities are clear, progress is visible and outcomes are measurable.
  • Drive transformation and continuous improvement across adult social care, embedding new ways of working that improve outcomes for residents and deliver value for money.
  • Build strong, effective relationships across the Council, NHS, provider market, elected members and wider system partners to influence change and secure shared ownership of delivery.
  • Oversee programme performance, assurance, risk management and benefits realisation, including activity that supports readiness for CQC inspection.
  • Support the delivery of financial sustainability through demand management, MTFP savings, evidence-led service improvement and robust business planning.
  • Lead, develop and motivate a professional team, creating a positive, collaborative and outcome-focused culture where people are empowered to deliver.

We are looking for someone who can bring clarity and momentum to a complex programme, balance ambition with delivery discipline, and keep residents at the heart of every decision. You will be able to communicate with impact, build trust quickly and work confidently with senior leaders, partners and stakeholders to turn strategic priorities into practical, lasting improvement.

This is an initial 6 month contract paying £600-675 a day based on experience.
