Head of Strategic Planning

About the role

Greater Manchester is planning for growth at a scale that demands serious strategic thinking. We are looking for a Head of Strategic Planning to lead that work.

Reporting to the Deputy Director Place (Planning), you will head up the strategic planning team at GMCA and take responsibility for discharging the statutory planning functions on behalf of the Mayor. That includes the preparation, consultation and adoption of the Mayor's statutory Spatial Development Strategy, along with other statutory joint plans such as the GM Joint Minerals and Waste Plan.

You will also lead the strategic planning input into the housing first unit, supporting the delivery of accelerated housing growth to meet the needs of Greater Manchester residents. This involves building strategic relationships with Government and other national stakeholders.

What you will be doing

  • Leading the strategic planning team and the statutory planning functions exercised on behalf of the Mayor.
  • Working with the ten districts, colleagues across GMCA and external partners to develop strategic planning policy in a complex, changing and political environment.
  • Contributing to the delivery of the Greater Manchester Strategy ambitions.
  • Representing and promoting Greater Manchester in regional and national planning networks.
  • Commissioning and managing research and intelligence projects.
  • Managing substantial budgets across key projects, including the Spatial Development Strategy.

About you

You will bring senior level planning expertise and the confidence to operate credibly with elected members, Government officials, district colleagues and external partners. You will be comfortable working where planning policy meets political decision making, able to hold a strategic view while managing the detail of statutory process, and experienced in leading teams and managing significant budgets.
