The Head of Technology Change is responsible for leading the Technology Change function within National Technology, providing central oversight and governance across the National Technology portfolio. The role will establish and maintain portfolio governance and management practices within National Technology, ensuring clear visibility of demand, resource management, delivery performance, risks, dependencies and financial investment across all technology initiatives.
Working closely with business stakeholders, technology leadership, suppliers, project teams and the Enterprise PMO, the role will manage our outsourced service provider change teams and provide a central technology delivery capability enhancing planning, budgeting, resource management to help to ensure successful delivery.
You will make an impact by:
Portfolio Leadership and Governance
- Establish and maintain portfolio governance standards, controls, processes and reporting frameworks.
- Ensure technology change activity is managed consistently and aligned with enterprise governance requirements.
- Provide executive-level reporting on portfolio health, delivery performance, risks, issues, dependencies and benefits.
- Act as the primary escalation point for project delivery challenges.
- Responsible for management of the delivery of our outsourced change function provided by Microland
Demand Management and Prioritisation
- Own the technology demand management process from intake through assessment, prioritisation and mobilisation.
- Partner with business and technology teams to ensure demand is aligned with strategic objectives and business value.
- Facilitate prioritisation decisions based on benefits, costs, risks, dependencies and resource availability.
- Maintain a clear view of the technology pipeline and future delivery roadmap.

Resource and Capacity Planning
- Develop and maintain portfolio wide resource and capacity planning processes.
- Ensure technology resources are allocated effectively across projects, programmes and operational priorities.
- Identify resource constraints, skills gaps and delivery risks early
Continuous Improvement
- Drive maturity of portfolio management capabilities, tools, dashboards and governance processes.
- Introduce best practice for portfolio management, demand management and change delivery.
- Champion a culture of accountability, transparency and delivery excellence.
- Support the continuing evolution of the Technology Change function and alignment with Enterprise PMO practices.

We value diverse experiences and perspectives. Here’s what we’re looking for in our ideal candidate:
- Significant experience leading portfolio management, PMO, programme management or technology change functions.
- Proven experience managing complex technology portfolios within a large organisation.
- Strong understanding of portfolio governance, demand management, resource planning and project delivery methodologies.
- Demonstrable experience establishing governance frameworks and improving portfolio maturity.
- Excellent stakeholder management and influencing skills at executive and senior leadership level.
- Experience leading multidisciplinary teams and developing high-performing change functions.
- Strong analytical, reporting and decision-support capabilities.
- Ability to balance strategic priorities with operational delivery demands and competing stakeholder needs. Knowledge of Agile, Waterfall and hybrid delivery methodologies.
- Relevant qualifications such as MSP, P3O, PRINCE2, PMP, Agile or portfolio management certification
- Experience within a professional services or regulated environment would be beneficial
