Job Description
We are seeking a highly skilled and motivated Head of Tenders and Contracts to join our community hub team. The successful candidate will play a crucial role in supporting the organisation's core operations and ensuring the efficient and effective delivery of services.
Key Responsibilities:
- Provide senior leadership and strategic oversight of Achieve Together’s tendering and contract management activity, supporting the Senior Commercial Director to strengthen commercial governance, improve organisational performance and secure sustainable growth opportunities across health and social care markets.
- The role will lead the identification, assessment and delivery of relevant tender opportunities, ensuring submissions are commercially robust, operationally deliverable and aligned to Achieve Together’s growth priorities.
- It will also establish and lead a high-performing tenders and contracts function, including oversight of the Bid Manager, ensuring all tender and contract activity is accurate, timely, well governed and reflective of Achieve Together’s values, priorities and commercial objectives.
- Working closely with the General Counsel & Company Secretary, the role will also support the review of, and advice on, contracts relating to funding arrangements, tender opportunities and associated contractual matters.

Requirements:
- Significant experience in tender management, contract management, commercial governance and/or bid leadership within health and social care, public sector commissioning or a regulated environment.
- Strong understanding of health and social care commissioning and contract management processes, including local authority, NHS, ICB and public sector tendering routes.
- Experience leading or managing tender submissions for health and social care services, ideally within learning disability, autism, supported living, residential care or complex needs provision.
- Proven ability to identify, assess and lead tender opportunities, ensuring opportunities are strategically aligned, commercially viable and operationally deliverable.
- Experience managing procurement portals, tender trackers, contract databases, risk registers and associated reporting processes.
- Experience leading, managing or providing oversight to bid, tender, contract or commercial support teams.
- Ability to coordinate complex tender activity across multiple stakeholders, ensuring deadlines, actions, approvals and submission requirements are clearly managed.
