Head of Value Stream Design & Enterprise Agility

Associate Director

UK, hybrid (South East) · Permanent

c.£125k base + bonus

A large global regulated group has brought several thousand technology, delivery, and change people into one platform organization with a single operating model: one planning cadence, one Jira instance, work organized into value streams, and funded through lean portfolio management. Seven value streams are live. Many more are planned.

The role

Central role in the team that runs the operating model. Replacement hire. The model is live; the job is to scale it and improve it.

  • Own the method for creating value streams: criteria, sizing, when to split, merge, or retire one, and the organization design around them.
  • Chair the design authority and keep the decision log. Rulings apply across all platforms.
  • Define decision rights between LPM and the value streams, and the boundaries with HR and enterprise architecture.
  • Own the artefacts: operating model documentation, role definitions, RACI, standards, and templates.
  • Track whether the model is improving delivery. Change it where it is not.
  • Advise senior leaders on organization design trade-offs.

  • Has scaled and improved an agile operating model after it went live, in any industry. Healthcare and automotive are in scope.
  • Has created, reshaped, and merged value streams and redesigned the organization around them more than once.
  • Has chaired a design authority and can point to decisions made and requests refused.
  • Has written operating model artefacts at enterprise scale.
  • Influences senior leaders without line authority. Works well with ambiguity.
  • UK right to work.
