Job Reward: Salary: £70,000 - £80,000 + Benefits although applications taken on experience
Job Location: West Yorkshire (Some Hybrid Working)

The Opportunity
A major local authority is seeking an experienced and forward-thinking Head of Waste, Fleet & Environmental Services to provide strategic leadership across one of the region's largest operational service portfolios.
This is a high-profile leadership role within a complex public sector environment, responsible for delivering safe, efficient and sustainable frontline services that directly impact residents, communities and businesses.
Reporting to the Director of Environment, you will lead the strategic development and operational performance of waste collection, fleet services, transport operations, depots, workshops, commercial contracts and environmental service delivery.
You will play a key role in shaping future service models, delivering transformational change, driving efficiency and ensuring statutory obligations are met whilst maintaining a relentless focus on customer outcomes.
Key Responsibilities
- Provide strategic leadership across Waste, Fleet and Environmental Services.
- Lead the delivery of statutory waste collection and environmental service functions.
- Develop and implement long-term service strategies aligned to corporate priorities.
- Ensure effective management of fleet assets, transport operations and workshop functions.
- Lead service transformation, modernisation and continuous improvement programmes.
- Oversee significant revenue and capital budgets.
- Manage complex contractor and partnership arrangements, including Waste PFI and outsourced service contracts.
- Ensure compliance with relevant environmental, transport, health & safety and operator licensing legislation.
- Drive fleet decarbonisation, carbon reduction and sustainability programmes.
- Lead business planning, performance management and service redesign initiatives.
- Build strong relationships with Members, Executive Leadership Teams, regulators and external stakeholders.

About You
We are looking for an inspirational leader with experience operating at a senior level within either local government, environmental services, waste management, transport, logistics or fleet operations.
You will bring strategic capability alongside the ability to engage effectively with operational teams and political stakeholders.

Essential Experience
- Senior leadership experience within waste, fleet, transport, environmental or operational services.
- Experience managing large and diverse operational teams.
- Strong understanding of local authority service delivery environments.
- Significant budgetary, commercial and financial management expertise.
- Experience managing major service contracts and partnerships.
- Knowledge of waste legislation, environmental compliance and health & safety requirements.
- Proven track record of service improvement and organisational change.
- Experience developing and implementing strategic plans.

Highly Desirable
- Waste PFI contract management experience.
- CPC qualification or significant transport management experience.
- Experience managing large municipal fleet operations.
- Knowledge of Operator Licence compliance.
- Experience leading fleet electrification and decarbonisation programmes.
- Understanding of recycling, resource recovery and circular economy principles.
- Experience working within politically sensitive environments.
