Head of Ways of Working & Decision Rights
Organization Design | Target Operating Model (TOM) Architect
Global Wealth Manager | London

The Role
- Own the target operating model for the merged technology and change organisation: structure, roles, accountabilities, interfaces, and governance.
- Establish and chair the design authority that approves changes to the operating model. Maintain the decision record and ensure decisions are applied consistently across all platforms.
- Produce and maintain the core artefacts: operating model documentation, role and accountability frameworks, RACI and interface definitions, standards, and templates.
- Define decision rights and hand-offs between the operating model and portfolio management, HR, enterprise architecture, and platform delivery teams.
- Assess exception requests from platform leaders. Advise senior leadership on organisation design trade-offs and recommend outcomes.
- Define measures of operating model effectiveness and lead improvements.

- Has designed and owned an enterprise operating model in-house at a large regulated financial services organisation, and remained accountable for it after implementation.
- Has established or chaired a design authority or equivalent governance forum, with evidence of decisions taken and requests declined.
- Has authored a complete operating model artefact set: target operating model, role and accountability frameworks, RACI, interface and service definitions, standards.
- Has worked at enterprise scale in a scaled agile environment (value streams, release trains, portfolio-level funding).
- Has partnered with HR on role design and grading, and with enterprise architecture on organisational and system boundaries.
- Has advised senior leaders on organisation design trade-offs and held a position under senior pressure.
- Operates credibly with leaders across change, technology, product, HR, and architecture without direct authority.
