HSE Manager – Water & Infrastructure Projects
Location: Stratford, London
Salary: £58,000–£68,000
Employment: Permanent | Full Time (40 hrs/week)
We’re partnering with a major contractor delivering complex water and infrastructure schemes across London. They’re looking for an experienced HSE Manager to take ownership of regional safety performance, support project teams, and lead a small group of HSE Advisors.
This role is ideal for someone who thrives in fast-paced civil engineering environments and enjoys shaping standards, influencing behaviours, and driving continuous improvement.
The Role
You’ll act as the regional lead for Health, Safety & Environmental matters across a portfolio of water-sector projects. Working closely with operational teams, you’ll provide guidance, carry out inspections, oversee investigations, and ensure compliance with internal systems and UK legislation.
A big part of the role is coaching and developing HSE Advisors, strengthening client relationships, and embedding a positive safety culture across all sites.

Key Responsibilities
- Lead, mentor and support regional HSE Advisors.
- Carry out monthly inspections, audits and detailed site reviews.
- Analyse HSE performance data, identify trends and implement improvement actions.
- Manage incident reporting timelines and oversee investigations, ensuring root causes are identified.
- Produce clear HSE communications, alerts and learning materials.
- Support wellbeing initiatives and promote occupational health across the region.
- Attend client meetings and represent the business professionally on HSE matters.
- Provide HSE guidance to Facilities Managers at regional premises.
- Approve suppliers from an HSE perspective and maintain assurance records.
About You
Essential:
- NEBOSH General Certificate (minimum) or IOSH equivalent.
- CEnv or similar professional environmental qualification.
- Strong HSE background within civil engineering, ideally water or utilities.
- Experience with temporary works (BS 5975) — audits, inspections or coordination.
- Incident investigation experience (Kelvin TOPSET or equivalent).
- Excellent analytical, reporting and presentation skills.
- Confident communicator able to influence at all levels.
- CSCS Safety Professional card.
- Strong organisational skills and ability to work independently.

Desirable:
- Level 3 AET / PTTLS.
- Working towards NEBOSH Diploma.
- Additional incident investigation training.
