Overview

GENERAL SUMMARY:

The Health Care Staffing Surveyor reviews assigned functions in health care staffing services (“HCSS”) throughout the United States, or its territories or, if outside the United States, is operated by the U.S. government, under a charter of the U.S. Congress. Provides general evaluation services, education, and consultation consistent with applicable Joint Commission standards, policies, and processes. Determines the degree of compliance with applicable standards.

Responsibilities

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Conducts a thorough evaluation of assigned services and programs that meet HCSS certification eligibility criteria. Plans, reviews and apportions review time so that all review requirements are addressed thoroughly per program.
  • Reviews and evaluates pre-review information; researches, collects, organizes, and interprets a large volume of information from multiple sources.
  • Interviews staff and clients to determine level of compliance with standards.
  • Analyzes documents (such as performance data) to assess the level of compliance with Joint Commission standards, evidence of performance improvement, and quality of care.
  • Using established review processes:
    • Analyzes written self-descriptive program information.
    • Participates in and/or conducts all required review activities; analyzes all data submitted by the organization.
    • Documents all requirements for improvement, providing adequate indication of non-compliance. Submits review findings in a complete, accurate, and timely manner to the Central Office.
  • Interprets and explains the standards to the organization’s personnel.
  • Provides education to staff during review re: non-compliance, opportunities for improvement, and evidence of standards compliance.
  • Recommends publications and other resources that clarify standards and/or demonstrates compliance with standards.
  • Maintains current knowledge of Joint Commission HCSS standards and professional field of expertise.
  • Demonstrates knowledge of current state and federal regulations pertinent to the health care staffing industry.

Qualifications

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Bachelor’s degree in healthcare related field. Master’s degree preferred. Knowledge of the Joint Commission is preferred. All stated college degrees must be from accredited institutions of higher learning.
  • Five years of healthcare experience, including at least 2 years in a leadership position in health care staffing/registry services. Knowledge of clinical and allied staffing services required. Business management and operational experience in the industry required. Demonstrated knowledge of the HCSS industry including trends and staffing arrangements such as per-diem, travel, temporary-to-permanent, etc.
  • Analytical Skills:
    • Ability to research, collect, organize, interpret, and communicate a large volume of information from multiple sources (i.e., documentation, observation, interviews) to assess the degree of compliance with Joint Commission standards.
    • Ability to critically review and analyze performance measurement data.
    • Ability to objectively assess health care staffing services performance.
    • Ability to differentiate and assess the adequacy of alternative/innovative approaches to standards compliance, consistent with review policy and processes.
    • Ability to analyze and synthesize review findings to provide conclusive recommendations and educational opportunities.
  • Interpersonal Skills:
    • Sensitive to and respectful of all internal and external customers.
    • Open to inquiry and exchange.
    • Responsive to verbal and nonverbal communication cues.
  • Professionalism:

    • Ability to seek assistance when appropriate to make decisions, resolve conflicts and/or achieve consensus.
  • Written and Verbal Communication Skills:
    • Ability to make presentations and produce written materials which are confident, accurate, clear, concise, complete, well organized, understandable by others, and responsive to the needs of the customer.
    • Ability to act as a resource and consultant with customers.
    • Ability to use a computer.
  • Current professional license (if applicable) and no history of adverse action(s) relative to current or previous professional license, provided such adverse action did not result solely from an individual’s health status.
  • Must be available two weeks per month to conduct reviews (after orientation). (.48 FTE requires a minimum of two weeks per month or .23 FTE (one week EVERY month). This position is virtual reviews.
  • Cannot be employed in a recruiting, management, or administrative capacity in any healthcare staffing agency.
