HSEQ Lead – UK

At CTI, health, safety, environmental care, and quality standards are fundamental to how we operate. As HSEQ Lead, you will act as the company's guide, advisor, and escalation point for HSEQ across the UK, while supporting our continued growth into Europe. You will ensure we meet our legal and regulatory obligations, but just as importantly, help us build a culture where good HSEQ practice is understood and owned throughout the business.

This is a practical, operational role. You will be expected to spend time in our branches, warehouses and active project sites, carrying out site walks, talking to our teams and seeing first-hand how work is being delivered. You will work closely with Branch and Regional Leadership to create the standards, reporting and assurance processes that give us clear visibility of risk and compliance across the operation.

You will own the HSEQ framework, standards, reporting, assurance and escalation process. Operational leaders will remain accountable for implementing those standards within their own areas. Your role is to make sure they have the right processes, information and support, and to challenge where standards are not being met.

As part of a U.S.-headquartered organisation, you will also work regularly with U.S.-based leadership and HSEQ colleagues. You should be comfortable explaining UK and European requirements, comparing these with U.S. and OSHA approaches where useful, and making clear where local legislation or working practices require a different approach.

Key Responsibilities

• Develop and Maintain HSEQ Policies - Create, review and update health, safety, environmental and quality policies that reflect CTI's operational goals and comply with applicable UK legislation and, as the business grows, relevant European requirements.
• Serve as HSEQ Escalation Point - Act as the primary point of contact for complex, high-risk or significant HSEQ matters, providing clear advice and direction to project managers, site supervisors, Branch Leadership and Regional Leadership.
• Ensure Legal Compliance - Maintain current knowledge of applicable UK legislation, including the Health and Safety at Work etc. Act, CDM Regulations, Management Regulations, PUWER, LOLER and relevant environmental requirements, and translate these into practical controls for the business.
• Support European Expansion - Help establish an appropriate HSEQ framework as CTI expands into Europe. Maintain a high-level understanding of European HSEQ requirements, identify country-specific obligations and coordinate local competent or specialist advice where detailed jurisdictional knowledge is required.
• Conduct Site Walks and Operational Inspections - Maintain a regular and visible presence across CTI offices, warehouses and active project sites. Carry out structured and informal site walks to understand working practices, identify emerging risks, engage with employees and subcontractors, and verify that agreed HSEQ standards are being applied in practice.
• Partner with Branch and Regional Leadership - Work directly with operational leaders to establish clear local HSEQ ownership, create appropriate inspection and reporting processes, review performance and corrective actions, and ensure leaders have clear visibility of the risks and compliance position within their areas.
• Develop Operational Compliance Reporting - Create, develop and maintain consistent reporting for operational areas including tools and work equipment, company vehicles, PPE, ladders and access equipment, electrical equipment and testing, warehouse activities, fire and first aid arrangements, training and competency, contractor compliance and workplace safety. Ensure actions have clear owners and are tracked through to closure.
• Create HSEQ Management Information - Develop meaningful dashboards, scorecards and regular reporting covering incidents, near misses, inspections, audit findings, corrective actions, training gaps, equipment compliance, legislative change and emerging risk. Use the data to identify trends and give leadership a clear view of where intervention is required.
• Lead Incident Response and Investigation - Oversee the reporting and investigation of accidents, incidents and near misses, including root cause analysis, assessment of reporting requirements and the development of effective corrective and preventative actions.
• Support Risk Management and RAMS - Provide practical advice on risk assessments, RAMS and safe systems of work, helping project and operational teams ensure controls are proportionate, understood and effective before work starts.
• Contractor and Subcontractor Assurance - Support the assessment and monitoring of contractors and subcontractors, ensuring appropriate HSEQ standards, competence and documentation are in place and that agreed standards are maintained on site.
• Manage Training and Competency Requirements - Work with HR and operational leaders to identify role-specific HSEQ training and competency requirements. Provide subject matter input into training content and priorities, while ensuring routine booking, administration and record keeping are owned by the appropriate business functions.
• Coordinate Building Compliance - Maintain oversight of statutory building and workplace compliance activities such as fire systems, water safety, loading requirements and other required inspections, engaging qualified trades, specialists or contractors where appropriate.
• Maintain Safety and Compliance Records - Ensure accurate and auditable records are maintained for inspections, risk assessments, audits, training, incidents and corrective actions, with clear ownership and traceability.
• Support Customer Compliance and Accreditations - Provide HSEQ subject matter expertise for customer PQQs, supplier onboarding, Constructionline, CHAS, SSIP and similar requirements. Own the technical accuracy of HSEQ information while working with the appropriate business teams so routine document collation, data entry and submission activity does not sit solely within HSEQ.
• Work with U.S. Leadership and HSEQ Teams - Communicate UK and European HSEQ requirements clearly to U.S.-based stakeholders, helping compare local requirements with CTI U.S. standards and OSHA terminology. Support the adoption of common global standards where appropriate while ensuring local legal requirements take precedence.
• Promote a Safety-First Culture - Engage with teams at every level to make HSEQ part of day-to-day operational decision making. Encourage proactive reporting of hazards and near misses, share learning from incidents and inspections, and coach leaders and employees to understand their own responsibilities.
• Support Continuous Improvement - Use audits, inspections, site engagement, customer feedback and operational data to identify opportunities to improve safety performance, environmental responsibility, quality control and the consistency of project delivery.
