Industry: Operations & Maintenance – Sewage/Wastewater Treatment Plants & Infrastructure
Location: Doha, Qatar
We are seeking a highly experienced Health, Safety & Environment Manager (HSEM) for a major Government Client project in Qatar involving the Operation & Maintenance (O&M) of Sewage Treatment Plants and associated wastewater infrastructure.
The successful candidate will lead a large, multi-site HSE function supporting an operation of approximately 1,000+ personnel and an HSE team of approximately 60.
Mandatory Industry Experience
Candidates MUST have at least 10 years of direct working experience in Operations & Maintenance (O&M) within the sewage/wastewater treatment field.
For this position, infrastructure experience must be related to wastewater O&M, including areas such as:
- Sewage/Wastewater Treatment Plants (STPs/WWTPs)
- Wastewater and sewerage networks
- Pumping stations
- Associated wastewater utilities and O&M infrastructure
General infrastructure experience alone will NOT meet the requirement. EPC/construction experience is considered valuable; however, EPC experience does NOT replace the mandatory requirement for at least 10 years of relevant Operations & Maintenance experience in sewage/wastewater treatment works.
Key Responsibilities
The HSEM will be responsible for leading, managing and continuously improving HSE performance across multiple operational sites.
Key responsibilities include:
- Lead and develop the HSE department across operational sites, facilities and wastewater infrastructure activities.
- Develop and implement Occupational Health & Safety plans, procedures, objectives and performance requirements.
- Ensure comprehensive risk assessments are completed and appropriate controls implemented.
- Oversee safe O&M activities across sewage treatment plants, pumping stations, wastewater networks, workshops and associated facilities.
- Manage critical risks including confined spaces, hazardous gases, chemicals, sludge handling, lifting operations, electrical works, hot work, work at height, isolation/LOTO and permit-to-work activities.
- Conduct HSE inspections, audits and compliance monitoring and ensure timely closure of corrective actions.
- Lead incident investigations, root cause analysis and corrective/preventive action programmes.
- Establish effective HSE committees and promote workforce consultation and participation.
- Lead HSE training, toolbox talks, awareness programmes and emergency drills.
- Monitor environmental compliance, including waste management, spill prevention, chemical controls and wastewater-related environmental risks.
- Prepare HSE statistics, investigation reports, audit findings and management/client reports.
- Coordinate with the client, relevant authorities and external/ISO auditors.

Minimum Requirements
- ✅ Bachelor’s degree – mandatory, preferably in Engineering, Environmental Science, Occupational Health & Safety or another relevant technical discipline.
- ✅ Minimum 20 years of overall professional experience.
- ✅ Minimum 10 years of directly relevant experience in Operations & Maintenance of sewage/wastewater treatment works – MANDATORY.
- ✅ Strong HSE managerial/leadership experience within wastewater treatment plants, pumping stations, wastewater networks and associated O&M infrastructure.
- ✅ Regional/GCC experience is preferred.
- ✅ Professional certifications such as NEBOSH, IOSH, OSHA, ISO 45001 Lead Auditor and/or ISO 14001 Lead Auditor are highly desirable.
- ✅ Strong knowledge of PTW systems, risk assessment, incident investigation, emergency response, environmental controls and contractor HSE management.

This is a specialist wastewater O&M position.
Candidates whose experience is predominantly in construction, EPC, buildings, roads, general civil infrastructure, oil & gas construction or other industries without the required 10 years of sewage/wastewater O&M experience will not meet the mandatory experience criteria.
