Project HSE Manager – Offshore / Onshore Construction & Installation
Location: London Office Based / Hybrid Working
Project: Onshore/Offshore Carbon Capture Project - North East England
Contract: 12–15 Months + Likely Extension
Rate: Expected £750–£850 per day, depending on experience
IR35: Outside IR35
We are urgently recruiting an experienced Project HSE Manager to join a major international engineering and offshore installation contractor, supporting a significant Carbon Capture infrastructure project in the North East of England, alongside wider offshore/onshore construction and installation activities. This project is currently entering the execution phase.
This is a senior HSE leadership position with responsibility for the development, management and continuous improvement of the Project HSE Management System throughout the engineering, construction and installation phases.
You will lead and coordinate a large team of HSE and Permit to Work professionals both in the office and on site, while providing HSE leadership across project subcontractors and acting as a key interface between Project Management, engineering, construction teams and the client.

Key Responsibilities
- Lead and manage the project HSE function across engineering, construction and installation activities
- Manage and coordinate HSE and PTW personnel across the project
- Provide HSE leadership and advice to Project Management and senior stakeholders
- Manage HSE performance and compliance across project subcontractors
- Develop, implement and continuously improve Project HSE plans and management systems
- Ensure compliance with CDM Regulations, UK legislation and applicable industry standards
- Establish and manage project HSE monitoring, inspection and audit programmes
- Lead accident and incident investigations and ensure appropriate corrective actions
- Lead and support project risk management activities including HAZOP, HAZID and Risk Assessments
- Interface with the client on project HSE matters
- Support environmental management activities
- Drive a strong HSE culture across the project and contractor workforce
Experience & Qualifications
- Significant experience operating at Project HSE Manager / HSE Manager level
- Strong background within Oil & Gas, offshore construction and major EPIC/EPC projects
- Must have previous experience working for a major offshore/construction installation contractor
- Demonstrable experience managing HSE teams and subcontractors
- Strong offshore/onshore construction and installation experience
- Good knowledge of CDM Regulations and UK HSE legislation
- NEBOSH Diploma or equivalent
- Tech IOSH / CMIOSH preferred
- ISO 45001 Lead Auditor preferred
- Experience of major energy infrastructure, pipelines, offshore structures, subsea installation, T&I or Carbon Capture projects would be highly advantageous
