Role Purpose
To lead, develop, and continuously improve Health, Safety and Environmental performance at the Leamington Spa manufacturing facility. The HSE Manager will take a hands-on, coaching-led approach to ensure compliance with all legislative requirements and to dramatically improve the site’s safety culture, ensuring advancement of the ISO 45001 Occupational Health & Safety Management System. The role supports a fast-paced manufacturing operation including press machines, assembly areas, and warehouse/logistics.
Key Responsibilities
Set and Deliver the Site Health & Safety Action Plan
- Create a deployment plan and strategy aligned to business objectives and group standards.
Lead by Example
- Visible shopfloor leadership.
- Demonstrating strong standards, practical problem solving, and consistent follow-through.
Coach, Mentor, and Guide Employees
- Build ownership and accountability for safety at all levels.
Safety Strategy, Leadership & Culture (Lead by Example)
- Create a comprehensive site training plan, based on a continuously updated site risk assessment, and a delivery model (self, through the team, and third parties).
- Shape a proactive, modern safety culture using contemporary techniques (e.g., safety coaching, behavioural safety principles, human factors, learning teams, high-quality near-miss reporting and learning).
- Embrace a ‘stop work’ approach to ensure a safety first workplace, ensuring colleagues and leadership are empowered to act to stop and prevent unsafe acts or conditions.
- Build the competencies of the team onsite, ensuring team leaders and members are able to create and train on local risk assessments.
- Chair/lead the site safety committee and ensure actions are prioritised, resourced, and closed out effectively.

Compliance & Risk Management (Manufacturing Focus)
- Ensure compliance with all relevant UK Health & Safety legislation and applicable standards (e.g., HASAWA, MHSWR, PUWER, LOLER, COSHH, Workplace Regs, Fire Safety Order; DSEAR where applicable).
- Ensure risk assessments are created, maintained, and continuously improved to deliver safe systems of work across areas include but not limited to:
- Press machines (guarding, interlocks, tooling changes, LOTO/isolation, noise, manual handling)
- Assembly areas (ergonomics, repetitive work, workstation design, electrical test areas as applicable)
- Warehouse/logistics (FLT & pedestrian segregation, racking safety, loading bays, storage controls)
- Maintenance and contractors (permit-to-work, isolation/LOTO, work at height, hot works)
- Lead site inspections/audits and manage corrective/preventive actions through to completion.
- Home delivery team
Continuous Improvement & Capability Building
- Identify weaknesses and opportunities for continual improvement using audits, data trends, shopfloor engagement, and employee feedback.
- Embed safety into operational routines and CI/Lean activities (tier meetings, daily management, Gemba walks, problem-solving).
- Create practical, shopfloor-ready standards and communications (toolbox talks, visual management, safety alerts, learning briefs).
Accident Investigation & Organisational Learning
- Lead and support incident and near-miss investigations using structured root cause analysis (e.g., 5 Whys, fishbone, ICAM/TapRooT as appropriate).
- Ensure investigations focus on system improvement and sustainable corrective actions.
- Communicate learning effectively across the site and verify that actions prevent recurrence.

ISO 45001 Management System
- Maintain, improve, and ensure ongoing compliance with the site’s ISO 45001 Occupational Health & Safety Management System.
- Own and manage key system elements including document control, operational controls, internal audit programme, corrective action management, and management review inputs/outputs.
- Support external certification and surveillance audits, ensuring audit readiness, strong evidence, and timely closure of findings.
Required Experience & Qualifications - Essential
- Proven Health & Safety management experience in a manufacturing environment, with strong exposure to press machines, assembly operations, and warehouse/logistics.
- Minimum NEBOSH qualification (e.g., NEBOSH General Certificate or equivalent).
- Demonstrable experience maintaining and improving an OH&S management system—ISO 45001 essential (internal audits, corrective actions, management review).
- Strong working knowledge of UK H&S legislation and practical application in a factory setting.
- Proven ability to use leading indicators to drive proactive improvement and lagging data to identify trends and predict risk.
- Strong accident investigation capability with evidence of delivering sustained corrective actions.
- Ability to influence and guide teams in a fast-paced organisation, balancing pace with control and compliance.
Desirable
- NEBOSH Diploma (or working towards); IOSH membership (TechIOSH/GradIOSH/CMIOSH).
- Internal/Lead Auditor training for ISO 45001.
- Experience in ergonomics/manual handling improvement and/or human factors approaches.
