Training and Competence

• Own the company training and competence matrix, ensuring statutory, operational and role-specific requirements are monitored.
• Complete training-needs analysis and maintain an annual plan aligned with risk, legal requirements and business priorities.
• Coordinate inductions, refreshers, toolbox talks, e-learning and external courses, retaining accurate records.
• Develop and deliver practical HSEQ, quality and technical training, including aggregate sampling, testing and product conformity.
• Verify competence after training and address gaps, expired qualifications or poor practice with managers.
• Manage MPQC, iHASCO and other training providers, monitoring quality, cost and effectiveness.

Audit, Assurance and Improvement

• Complete risk-based site audits and inspections, reporting findings and tracking actions to effective closure.
• Maintain integrated systems aligned, where required, with ISO 9001, ISO 14001, ISO 45001 and Concrete Kitemark principles.
• Prepare HSEQ, quality and training reports for directors, highlighting trends, risks and priorities.
• Share learning from incidents, audits, test failures, complaints and good practice.
• Support customer, regulator, certification and accreditation audits.

People and Business Support

• Coach managers and supervisors to understand and own their HSEQ, quality and competence responsibilities.
• Work collaboratively with Operations, HR, Transport, Commercial, Maintenance and site teams.
• Manage relevant direct reports, laboratory personnel and consultants, setting clear objectives.
• Support projects, plant changes, new products and business development from an HSEQ, quality and training perspective.
• Undertake other reasonable duties consistent with the role.

Authorised to

• Stop or suspend work where there is an immediate or material risk to people, the environment, product conformity or legal compliance.
• Require corrective action and escalate unresolved or repeated non-conformances.
• Contact regulators, certification bodies, laboratories and professional advisers within agreed authority levels.
• Approve controlled HSEQ, quality and training documents.

Qualifications

• NEBOSH Diploma, Level 6 occupational health and safety qualification or equivalent; Chartered or GradIOSH status desirable.
• Relevant environmental qualification or equivalent experience; IEMA membership desirable.
• Qualification or substantial technical competence in quarrying, aggregates, concrete technology or construction materials.
• Training, assessing and ISO internal/lead auditor qualifications desirable.
• Full UK driving licence.

Skills

• Strong knowledge of aggregate sampling, sieve analysis, grading, specifications, test interpretation and product conformity.
• Working knowledge of concrete materials, testing and ready-mixed concrete quality controls.
• Thorough knowledge of UK H&S and environmental legislation relevant to quarrying and heavy industry.
• Ability to turn legislation, standards, permits and technical data into practical operational requirements.
• Strong auditing, investigation, root-cause analysis and corrective-action skills.
• Confident trainer and communicator who can influence employees, managers, directors, contractors, regulators and customers.
• Strong organisational, analytical, IT and report-writing skills with close attention to detail.

Experience

• Significant HSEQ, technical or quality-management experience in quarrying, aggregates, ready-mixed concrete, asphalt or a related construction-materials environment.
• Practical experience of aggregate testing, grading, specifications, Factory Production Control and non-conforming products.
• Experience supporting multiple operational sites and production teams.
• Experience developing policies, procedures, risk assessments and management systems.
• Experience delivering audits, inspections, investigations, management reports and improvement programmes.
• Experience managing training matrices, competence requirements and training delivery.
• Experience working with regulators, certification bodies, laboratories and customers is desirable.

Hours

40 hours per week, Monday to Friday. Flexibility is required for site visits, business needs and significant incidents outside normal hours.

Pay

£60,000–£70,000 per annum, depending on experience and qualifications, plus car allowance.
