Purpose of the Role
The role holder is the Health and Safety (H&S) subject matter expert (SME) responsible for coordinating and supporting Business Area (BA) Responsible Director and Manager communities in effective implementation of NATS Group H&S policies, processes, procedures, and compliance standards. The role holder delivers services as described below and is the BA assigned competent H&S person.
The BA H&S Manager is accountable to the assigned Responsible Director and is responsible for ensuring local H&S Plans are generated and implemented to discharge against all applicable statutory compliance and risk management duties detailed in the NATS H&S Business Management System.
In the competent person role, the holder shall provide functional support services as required by the Head of H&S.
Accountabilities
- Work closely with BA Responsible Director and Manager communities to ensure H&S planning, implementation, BA H&S performance reporting, Assurance and inspection activities, and learning from experience requirements are met.
- Support H&S functional Assurance and ISO45001 Audit programmes through participation, and as required leading, H&S audits, ensuring all reports, findings, and agreed actions are managed in accordance with relevant BMS requirements.
- Manage 1st line Assurance and local inspection plans for the assigned Business Area, minimizing disruption and maximizing opportunities to deliver continual improvement.
- Manage and maintain the BA hazard logs, ensuring that hazard control and risk management strategies deliver safe and compliant workplaces and work activities.
- Lead BA H&S governance and performance review forums on behalf of the Responsible Director, contributing to and participating in lower tier H&S meetings as appropriate and agreed.
- On behalf of the Responsible Director, challenge BA H&S performance issues and escalate matters of significance to the responsible leader for resolution.
- Deliver a programme of proportionate H&S duty of care inspections with 3rd party landlords at sites where NATS employees and contractors are resident, as well as on the H&S performance of contractor and sub-contractors engaged by the Business Area.
- Coordinate H&S activities conducted by BA Safety Liaison Officers, Fire Wardens, First Aiders, and other H&S role holders.
- Triage and oversee Business Area accident and injury reporting and investigations, ensuring reporting rates are maintained, injuries, and HiPo incidents are investigated by trained investigators, and actions addressing root causes are implemented to prevent re-occurrence.
- Ensure all statutory H&S reporting requirements for the BA are met, including those under RIDDOR.
- Deliver and report on functional HS risk and/or system improvement projects/activities as assigned using a range of lean methodologies and expert understanding of the H&SMS and NATS BMS.
- Represent BA interests and report on BA performance at NATS governing forums as required, including the H&S Working Group, H&S Oversight Group, BA specific Steering and Working Groups, and H&S committees.
- Coordinate and submit BA specific cases for change or investment supporting delivery of the NATS H&S Plan, NATS Business Objectives, and Local plans.
- Ensure all H&S statutory duty holder roles in the BA are identified, and appointed persons are assessed as competent.
- Coordinate and manage BA H&S training plans, ensuring NATS BMS H&S training and competence requirements are understood and met.
- Manage and coordinate effective learning from experience, ensuring effective analysis and timely close out of H&S actions, recommendations, and investigations.
- Coordinate and deliver effective H&S communications across the BA, ensuring prompt attention and action in response to H&S Alerts and other notifications.
- Leading and supporting SLOs in a programme of BA risk-based toolbox talks, supplementing the NATS mandatory H&S training programme.
- Provision of H&S Emergency Response planning support and advice.
- H&S STOP notifications oversight and support to BA Responsible Directors, providing assurance on mitigations to allow safe restart of operations or availability of workplaces.
- Manage BA specific DSE administrations, coordinating SLO and nominated assessors to discharge against risk management and compliance obligations.
- Line Manager for assigned H&S Advisor and Coordinator staff as required by role.

Qualifications, Professional Knowledge, and Skills
- Level 5 Diploma in Health & Safety management or equivalent.
- ISO 45001 Auditor Qualification or equivalent (Lead auditor preferred).
- Experience in developing and implementing a H&S management system, training, and audit programmes.
- Construction Safety Management training or equivalent experience (desirable).
- Understanding of Health & Safety management systems and tools such as Q pulse, 5WHY, Root Cause Analysis, SWIFT, FTA, and Bow-Tie Analysis.
- Previous experience of delivering successful H&S improvement projects.
- Experience in analysing data and trends from all aspects of Health & Safety and making proportionate recommendations on compliance and performance improvement.
- Adept at networking and building relationships with all levels of management and staff.
- Excellent written, verbal, analytical, and communication skills with attention to detail.
- Personal pride achieving high health and safety standards with a “can do” attitude and ability to engage, present material, think through, and provide logical and timely solutions.
- Good understanding of H&S risk and change management.
- Experience in using HSG 245 and soft skills such as in accident and behavioural safety to drive improvement (preferred).
- Lean or Six Sigma methodologies/training or willingness to complete within 12 months.
