The Role
Due to continued growth and expansion within Doocey Traffic Management (DTM), we are seeking an experienced Health & Safety Manager to provide dedicated leadership and expertise across our highways traffic management operations.
This is a newly created role that reflects the increasing scale, complexity and strategic importance of our traffic management business. Reporting directly to the Group SHEQ Director, the successful candidate will be responsible for leading all aspects of health, safety and compliance within DTM, ensuring alignment with Group policies, procedures and management systems, whilst maintaining compliance with traffic management specific legislation, industry standards and client requirements.
The role will work closely with operational management teams, supervisors and frontline employees across multiple depot locations, providing visible leadership, expert guidance and assurance that health, safety and wellbeing remain at the forefront of everything we do.

This position offers a blend of remote working, depot–based support and site visits, requiring regular travel to operational locations to drive consistency, compliance and continual improvement throughout the business.
Responsibilities
- Lead the development, implementation and continual improvement of DTM's Health & Safety strategy.
- Act as the principal Health & Safety advisor for the Traffic Management business, providing guidance to operational and senior management teams.
- Ensure compliance with Doocey Group policies, management systems, client requirements and relevant legislation.
- Maintain compliance with ISO 9001, ISO 14001 and ISO 45001 standards, supporting audits and management reviews.
- Ensure traffic management operations comply with Chapter 8, Street Works legislation, NHSS requirements and industry best practice.
- Lead the development and review of Risk Assessments, Method Statements, Safe Systems of Work and Traffic Management Plans.
- Conduct site inspections, safety tours and operational reviews across depots and project sites.
- Identify emerging risks and implement proactive measures to improve safety performance and prevent incidents.
- Lead the investigation of accidents, incidents, near misses and RIDDOR–reportable events, ensuring corrective and preventive actions are implemented.
- Present health and safety performance, trends and recommendations to senior leadership.
- Develop and manage the audit and assurance programme, ensuring compliance across all operational locations.
- Monitor and report on key health and safety KPIs, including incidents, audits, training compliance and corrective actions.
- Promote a positive safety culture through engagement initiatives, briefings, campaigns and workforce consultation.
- Identify competency and training requirements, supporting the development of supervisors, managers and operational teams.
- Lead occupational health, wellbeing and health surveillance programmes, ensuring employee welfare remains a key business priority.

Technical Skills & Experience
- Minimum 5 years' experience in a Health & Safety management role.
- Significant experience within Traffic Management, Highways, Utilities or Civil Engineering environments.
- Strong knowledge of Chapter 8, Street Works legislation, NHSS requirements and traffic management best practice.
- Extensive experience managing ISO 45001, ISO 9001 and ISO 14001 management systems.
- Proven experience leading incident investigations, root cause analysis and corrective action programmes.
- Strong auditing, compliance monitoring and risk management capabilities.
- Excellent communication, influencing and stakeholder management skills.
- Proactive leadership style with a strong commitment to continuous improvement and safety culture development.
Qualifications & Training
- NEBOSH General Certificate or equivalent Health & Safety qualification.
- Lantra Traffic Management qualification(s).
- Full UK Driving Licence.
- Willingness to travel across operational locations as required.
- NEBOSH Diploma or equivalent (desirable).
- GradIOSH or Chartered IOSH membership (desirable).
- ISO Auditor qualification, Mental Health First Aid certification, or Traffic Management design/operational experience (desirable).
