Summary
To act as the College's designated competent person for health and safety, ensuring compliance with the Health and Safety at Work Act 1974 and related statutory regulations. The postholder will champion a proactive safety culture across all college buildings and activities to protect students, staff, contractors, and visitors.
In addition, the postholder will be responsible for overseeing the safe management, monitoring, and supervision of medication administration across Petty Pool College. This includes ensuring that medication policies, procedures, record-keeping, and staff competencies meet regulatory requirements and support the health, wellbeing, and individual needs of students.
Responsibilities
Compliance, Policy & Risk Management
- Maintain, review, and update the College Health and Safety Policy in line with evolving legislation and Department for Education (DfE) guidance.
- Oversee the college-wide risk assessment framework, providing expert guidance to curriculum areas and operational teams.
- Ensure statutory compliance and accurate logging for critical building safety systems, including fire doors, fire alarms, legionella monitoring, and thermostatic mixing valves (TMVs).
- Maintain and review policies and procedures relating to the storage, administration, recording, and disposal of medication.
- Ensure robust systems are in place for medication audits, stock checks, and compliance with individual healthcare plans.
Operational Safety, Medical Compliance & Inspections
- Establish and monitor routine building care and safety checklists for site staff to ensure daily operational hazards are mitigated.
- Coordinate safety schedules during college holiday periods, managing contractors undertaking high-risk maintenance activities.
- Conduct regular site audits and workplace inspections across all campus buildings, reporting findings, and tracking corrective actions.
- Monitor medication administration practices across the College, ensuring staff follow approved procedures and maintain accurate records.
- Carry out regular audits of medication storage facilities, controlled medication records, and administration documentation.
- Support managers in ensuring appropriate staffing, training, and competency assessments for colleagues responsible for medication administration.

Incident Investigation & Reporting
- Manage the College's accident and incident reporting system, investigating root causes, and implementing preventative measures.
- Act as the institutional lead for RIDDOR submissions to the HSE.
- Produce regular statistical compliance reports for the Senior Leadership Team (SLT) and Governing Body.
- Investigate medication errors, near misses, and health-related incidents, ensuring lessons learned are implemented and communicated effectively.
- Maintain records relating to medication incidents and support safeguarding and wellbeing investigations where appropriate.
Fire Safety & Emergency Planning
- Act as the primary coordinator for fire safety strategies, ensuring fire risk assessments (FRAs) are current and actions are completed.
- Plan, execute, and evaluate termly fire drills across all college blocks.
- Maintain emergency logbooks and coordinate the training of fire wardens and first aid personnel.
- Support the development of emergency healthcare response plans, including arrangements for students with complex medical needs.
Training, Health & Safety Culture
- Design and deliver health and safety inductions for all new staff alongside targeted training for site, technician, and facilities teams.
- Promote a positive, proactive health and safety culture across the College community through clear communication and collaborative problem-solving.
- Advise staff on safety protocols for educational visits, off-site trips, and college events.
- Develop and deliver medication management training and refresher sessions for relevant staff.
- Provide guidance and support regarding student healthcare plans, medication procedures, and health-related risk assessments.

Qualifications and Experience
- Hold a recognised Health and safety qualification e.g. NEBOSH (Essential)
- Evidence of continuing professional development. (Essential)
- Hold a recognised healthcare qualification, nursing qualification, medication administration qualification, or equivalent relevant training. (Essential)
- Hold a NEBOSH Diploma or equivalent... Registered Nurse (RGN, RNLD, or RMN) or equivalent professional registration. (Desirable)
- Hold a TechIOSH or GradIOSH membership (Desirable)
- Hold a Fire Risk Assessment qualification (Desirable)
- Hold a Registered Nurse (RGN, RNLD, or RMN) or equivalent professional registration. (Desirable)
- Proven experience managing health and safety within a complex environment (Essential)
- Experience conducting risk assessments, incident investigations, and safety audits (Essential)
- Experience overseeing medication administration, healthcare compliance, or clinical governance processes. (Essential)
- Experience maintaining confidential medical records and ensuring regulatory compliance. (Essential)
- Experience within education, further education, special educational needs, social care, or residential settings. (Desirable)
- Experience supporting individuals with complex health needs and care plans (Desirable)
- Experience managing statutory compliance software or healthcare recording systems. (Desirable)
