We are looking for a Heat Site Regulation Lead who would like to help us reach our mission to “earn customer loyalty and drive business growth by providing consistently excellent service”.
Purpose of this role
To manage Metropolitan’s day-to-day heat network regulatory compliance, reporting and monitoring, ensuring current requirements are met and future changes are planned for. The role will lead Ofgem registration, regulatory reporting, compliance monitoring, and readiness for future requirements such as HNTAS.
Your Key Responsibilities Are
Reporting to the Head of Heat Asset Management, you will play a key role in managing Metropolitan’s day-to-day heat network regulatory obligations. You will work closely with Regulation, Asset, Engineering, Operations, Retail, Business Intelligence, and project teams to ensure Metropolitan has the right controls, reporting methods and evidence in place to meet current requirements and prepare for future regulatory change.
- Owning Metropolitan’s day-to-day regulatory compliance position for heat networks, ensuring all in-scope networks remain compliant and that emerging gaps or risks are identified and managed.
- Leading Metropolitan’s Ofgem registration activity, ensuring network and organisational information is accurate, complete, and maintained through Ofgem’s digital registration service.
- Managing ongoing regulatory monitoring and reporting, including the collection, validation and submission of information for quarterly, annual, and ad-hoc requirements.
- Owning the internal compliance calendar, ensuring submissions, reviews, evidence updates and control checks are completed on time.
- Building and maintaining practical compliance and reporting tools, including Power BI dashboards, SharePoint lists, trackers, reporting templates, and evidence logs.
- Managing internal and external regulatory reporting, including monthly internal reporting and external submissions.
- Maintaining compliance in areas such as metering and billing, consumer protection, and billing transparency, while working with operational teams.
- Working with Engineering, Asset, Operations, Retail and project teams to ensure data required for regulatory reporting is available, accurate and auditable.
- Acting as the main point of contact for routine regulatory activity, evidence requests, audits and compliance queries, escalating wider strategic or policy matters through the BUUK regulatory team where needed.
- Preparing Metropolitan for HNTAS, including readiness reviews, gap analysis, evidence planning and monitoring requirements ahead of the planned launch.
- Keeping up to date with regulatory changes and translating them into practical actions, guidance and process improvements.

Qualifications
- Degree-level education or equivalent experience in a relevant field.
Experience/Knowledge
- Experience working in a regulated environment.
- Experience Managing Reporting, Compliance Monitoring Or Audit Requirements.
- Experience working with data and producing structured reporting.
- Experience working collaboratively with internal and external stakeholders.
Abilities/Skills
- Strong organisational skills with attention to detail.
- Strong analytical and reporting capability.
- Confident using Excel and/or reporting tools such as Power BI.
- Ability to translate requirements into practical processes and outputs.
- Clear written and verbal communication skills.
- Ability to build effective working relationships.
Desirable
- Further study or qualification in regulation, compliance, energy or a related area.
- Experience in the heat networks or wider utilities sector.
- Experience of Ofgem regulation, or similar regulatory frameworks.
- Understanding of metering and billing or customer-related requirements.
- Awareness of upcoming regulation such as HNTAS.
- Experience using SharePoint or similar tools for tracking and reporting.
- Ability to improve or develop reporting and monitoring processes.
