Highways Construction Manager | Major UK Infrastructure Programme
📍 Location: South East England (Hybrid - 3 Days on Site)
💷 Rate: Up to £800/day Inside IR35
📅 Contract: 6 Months+ (Extension Likely)
We're supporting a leading UK infrastructure client on a multi-billion-pound transport expansion programme and are looking for an experienced Highways Construction Manager to lead the highways construction workstream.
The Role
You will act as the highway's construction SME, providing leadership and oversight across the development and delivery of a major highways package. Working closely with consultants, stakeholders, and project teams, you'll help shape the construction strategy, manage risks, and support successful project delivery.
Key Responsibilities
- Lead highways construction input into the Development Consent Order (DCO) process
- Manage and challenge consultants to ensure high-quality, value-for-money delivery
- Develop Statements of Common Ground with key highways stakeholders
- Identify and mitigate construction risks across the programme
- Track scope changes and cost movements within your package
- Support procurement activities and contractor packaging strategy
- Produce technical papers, presentations, and stakeholder briefing materials
- Advise consenting, environmental, and delivery teams on construction impacts and dependencies

Required Experience
- Significant experience delivering major highways infrastructure projects
- Strong background working within complex, multi-disciplinary programmes
- Experience managing and assuring design consultants on large construction schemes
- Stakeholder engagement with National Highways and/or Local Highway Authorities
- Experience supporting highways construction procurement activities

Desirable
- DCO submission and/or examination experience
- Knowledge of highways mitigation design, traffic management, and operational access strategies
- Experience working within major consenting or EIA programmes
