Highways Development Manager
Location: Brentwood, CM13 3HD
Contract Type: Permanent
Contract: Essex Highways
Ringway Jacobs, a leading provider of integrated highways management, is seeking a Highways Development Manager to join its Development Management team on the Essex Highways Integrated Services Contract, delivered in partnership with Essex County Council.
The Role
Ringway Jacobs is looking for an enthusiastic and talented engineer to play a key role in the technical assurance of developer-designed highway schemes. This is an excellent opportunity to contribute to the successful delivery of highway infrastructure projects while supporting the vision and priorities of Essex Highways and Essex County Council.
As a Highways Development Manager, you will be responsible for ensuring that developer-led highway infrastructure works, including new highway construction and improvements to existing networks, meet the requirements of the Highway Authority for adoption and long-term maintenance at public expense.
Key responsibilities include:
- Providing technical assurance of developer-designed highway schemes.
- Ensuring highway infrastructure works are acceptable for adoption by the Highway Authority.
- Supporting consultations between the Highway Authority and Local Planning Authority on proposed developments.
- Reviewing and agreeing detailed highway designs.
- Ensuring planning conditions and obligations relating to highways are met.
- Attending and chairing meetings with developers, consultants, and key stakeholders.
- Responding to site and design queries in a timely and professional manner.
- Building and maintaining effective relationships with internal and external stakeholders.
- Supporting the successful delivery of highway works associated with new developments.

About You
To be successful in this role, you will have:
- A Degree, HNC, equivalent higher-level qualification, or relevant experience within highways engineering.
- Knowledge and experience of managing the design and implementation of highway elements of major development proposals.
- Understanding of the statutory processes associated with highway development and adoption.
- Demonstrable knowledge of national guidance, legislation, and regulations relating to highway design and implementation.
- Strong expertise in the Highways Act 1980 and CDM Regulations 2015.
- Knowledge and practical application of Health & Safety legislation.
- Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
- Excellent communication, stakeholder management, and problem-solving skills.
