Home Enablement Specialist – 3 Month Contract
Location: City Hall, 64 Victoria Street, London, SW1E 6QP
Rate: £23.83 per hour (Umbrella)
Contract: 3 Month Contract
Working Pattern: Spot Booking / Bank Work (As and When Required)
Working Arrangements: Agile & Flexible Working
Pay: Bi-Weekly
Summary
Westminster City Council is on the lookout for dedicated and professional Home Enablement Specialists to join their flexible workforce on an as-needed basis. This role offers a fulfilling chance to assist some of Westminster's most vulnerable residents by ensuring their homes are safe, clean, and livable. You will be responsible for specialized cleaning and decontamination in homes affected by hoarding, infestations, biohazards, hazardous waste, and other complex environmental issues. Collaborating with Housing, Social Care, Environmental Health, and partner agencies, your efforts will be crucial in helping individuals maintain safety, independence, and support within their homes and communities.
Key Responsibilities
- Conduct specialized deep cleaning and decontamination in residential properties.
- Assist residents in environments impacted by:
- Hoarding
- Infestations
- Biohazards
- Hazardous waste
- Severe environmental neglect
- Safely remove, handle, and dispose of waste in accordance with environmental regulations.
- Operate specialized cleaning equipment and PPE safely and efficiently.
- Keep accurate records of completed tasks and identified risks.
- Collaborate with:
- Housing Officers
- Social Workers
- Environmental Health Teams
- Partner Agencies
- Identify and report any safeguarding concerns and health & safety risks.
- Deliver a respectful, non-judgemental, and person-centred service consistently.
- Engage in training and continuous professional development activities.

Essential Requirements
- Experience in specialist, industrial, environmental, or biohazard cleaning environments.
- Experience performing deep cleans in challenging settings such as:
- Hoarded properties
- Infested properties
- Hazardous environments
- Strong knowledge of:
- COSHH Regulations
- Health & Safety
- PPE Use
- Waste Disposal Procedures
- Ability to work independently and as part of a team.
- Excellent communication and interpersonal skills.
- Experience supporting vulnerable individuals in a sensitive and professional manner.
- Strong organizational skills and attention to detail.
- Basic IT skills for record keeping and reporting.
- Full UK Driving Licence.

- Health & Safety Qualifications.
- Manual Handling Certification.
- Experience working within multi-agency environments.
