Our roles are either designated ‘site based’ or ‘home based’. ‘Site based’ roles can include up to two days a week working from home whilst ‘home based’ roles are based at home four days a week. Of course, managers designate which category roles are in based on the needs of the service and the circumstances.
Job Introduction
We’re recruiting a Home Ownership Manager to lead our Home Ownership team within Housing Operations.
This is a rewarding leadership role responsible for delivering high-quality leasehold and home ownership services that make a real difference to residents across Milton Keynes.
You’ll lead a dedicated team, overseeing leasehold management, service charges, major works consultation and Right to Buy processes, while ensuring compliance with housing legislation, consumer standards and regulatory requirements.
We're looking for a housing professional with a Chartered Institute of Housing Level 4 qualification, or an equivalent level of knowledge and experience, who can combine specialist expertise with confident leadership and a collaborative approach.

Based within Housing Operations, you’ll help shape and improve the service, support colleagues to succeed and deliver fair, customer-focused outcomes for residents. Role Responsibilities
- Lead, support and develop the Home Ownership team, creating an inclusive and collaborative culture focused on residents and high-quality performance.
- Oversee the delivery of leasehold management, Section 20 consultation, major works and service charge invoicing, Right to Buy processes and income recovery.
- Plan and manage resources so the service remains effective, resilient and compliant with housing, leasehold, fire safety and consumer standards.
- Resolve complex cases and complaints, identify what can be learned and use that learning to improve outcomes for residents.
- Provide specialist advice and build productive relationships with residents, councillors, contractors, partner organisations and colleagues across the council.
- Manage service information, performance reporting and the budget, using accurate evidence to support decisions and continuous improvement.
Ideal Candidate
- Qualified to Chartered Institute of Housing Level 4, or able to demonstrate an equivalent level of knowledge and experience, with a detailed understanding of housing and landlord and tenant legislation.
- Bringing strong knowledge of leasehold management, service charges, Section 20 consultation and Right to Buy requirements, you’ll be able to give reliable specialist advice.
- An effective and supportive leader, you can motivate colleagues, manage performance and create a dedicated, respectful and collaborative working environment.
- Skilled at building relationships, you’ll work confidently with residents, colleagues, contractors, councillors and other partners, including when situations are complex.
- Clear and persuasive in your communication, you can explain technical information, negotiate effectively and produce high-quality written responses and reports.
- Ready to take ownership, you’ll make well-informed decisions, balance competing priorities and deliver work accurately under pressure.

Full UK Driving Licence and access to a vehicle
To be successful in this role, you’ll need a full UK driving licence and access to a vehicle. If we offer you the role, we’ll ask you to provide evidence of your driving licence and vehicle insurance, including cover for business use. We’re unable to confirm an appointment until these documents are received.
Basic DBS
As part of the pre-employment checks, should you be offered the role, we’ll carry out a Basic Disclosure and Barring Service (DBS) check.
