ROLE AND PURPOSE

The Housing Allocations Assistant will deliver a high quality and empathetic housing allocations service to customers, ensuring that the customer’s experience of the service is at the heart of all they do and that the tenancies created are as sustainable as possible.

They will be the initial contact point for customers and partners who contact the Housing Allocations Team. They will assist the Housing Allocations team to advertise, allocate and let available homes efficiently and fairly in order to make best use of scarce housing stock and minimise rent loss to the authority. They will hold their own caseload as appropriate and make decisions on cases in accordance with policies, procedures and agreed protocols.

The Housing Access Service is a multi-disciplinary service which is the front door service to access housing in the city. It provides a comprehensive housing advice and options service designed to prevent homelessness and rough sleeping, help customers find realistic and sustainable housing solutions which meet their needs from a range of options and allocate available council homes in a timely way.


PRINCIPAL ACCOUNTABILITIES:

  • Provides a professional, empathetic and high-quality service in response to customer approaches for advice and assistance which may be in person, over the phone, in writing or via IT systems. Responds to enquiries and gives advice in accordance with council policies and procedures and the Data Protection Act, which will include appropriately managing customer expectations and dealing with challenging behaviour due to the customer’s particular circumstances, health or issues such as substance misuse and liaising with partners where appropriate. This will require carrying work out in a range of settings including council offices, customers’ homes or community settings.

  • Carries out visits to, and accompanied viewings of, properties which will primarily be on a lone working basis. This will include (but is not limited to) taking photographs, ensuring the system matches the property information/elements, carrying out home standard inspections, carrying out regular running of taps for legionella prevention, liaising with third parties who may need to attend, giving the prospective tenant information about the property and advice in accordance with council policies on issues such as adaptations or refusing the offer and identifying any additional conditions which need including in the tenancy agreement (due to the property itself or former arrears).

  • Carries out pre-tenancy checks and interviews with customers to ensure the letting of the property is in accordance with the Allocations Policy and to identify issues and mitigating actions. This will include tenancy history/background checks, affordability assessments using a software based affordability calculator, giving budgeting advice, referring for tenancy support, supporting with benefit applications and highlighting where a furniture package is needed, within agreed protocols. Escalates cases where concerns around tenancy sustainability remain, or where new information presents which may affect the customer’s application status, in order to decide next steps.

  • Carries out tenancy sign ups with new tenants, ensuring that the customer understands their obligations and the consequences of not adhering to their tenancy agreement, taking payment of rent in advance where appropriate and making decisions on any rent free period to be awarded in accordance with procedures. Creates new tenancies on IT systems and ensures a ‘warm’ handover to the Housing Management Team that will manage the tenancy.

  • Maintains a good, up to date working knowledge of policies, procedures and trends in order to carry out their role effectively and give good quality advice to customers.

  • Manages their own caseload efficiently, ensuring cases are followed up and concluded in accordance with procedures and that accurate and professional information is recorded on computerised systems. Collects and enters accurate data into systems which feed into Government returns in respect of lettings and homelessness as well as inform the service about the diversity profile of its tenants to assess equity of access.

  • Prioritises their own caseload and also collaborates with their team to identify pressure points and agree and contribute to team priorities, to meet the demands of the service and ensure targets are met.

  • Liaises with the Housing Investment Team, the Council’s contractors and other service areas in accordance with agreed protocols to arrange repairs on issues identified at home standard inspections, gas & electric checks, key movements and other matters to ensure that empty properties are of the appropriate standard and can be relet swiftly to minimise the customer’s waiting time and rent loss to the council.

  • Mentors new starters to the service as deemed appropriate, which will include demonstrating how to carry out tasks, shadowing and answering their queries.
